Proposal to merge the Department of Planning and Finance, the Department of Construction and Transport
Many local departments are proposed to be merged in a streamlined manner, clearly defining the number of deputies and the number of organizations within the department.
The Ministry of Home Affairs is seeking comments on the draft Decree on the organization of specialized agencies under the People's Committees of provinces and cities.
According to this draft, a number of provincial-level specialized agencies will be merged and restructured, such as: Merging the Department of Planning and Investment with the Department of Finance into the Department of Planning and Finance, and at the same time merging the internal organizations of the two departments to ensure streamlining and arranging the number of deputy heads of the organizations within the department.

The organizational structure of this Department includes: Office, Inspectorate and no more than 10 specialized and professional departments. Hanoi and Ho Chi Minh City are allowed to establish an additional department to manage public assets and a branch office to replace a specialized and professional department for corporate finance.
The Department of Construction is also proposed to merge with the Department of Transport and the Department of Planning and Architecture in Hanoi and Ho Chi Minh City into the Department of Transport, Construction and Urban Development. The structure includes: Office, Inspectorate and no more than 9 specialized and professional departments (on the basis of reorganizing 12 specialized departments, existing tasks of the Department of Construction and Department of Transport).
In addition, the Department of Tourism will be separated from the Department of Culture, Sports and Tourism with a structure including an office, an Inspectorate and no more than 3 specialized and professional departments.
