The Ministry of Home Affairs has just sent an official dispatch to ministries, ministerial-level agencies, and People's Committees of provinces and cities to seek opinions on amending and supplementing regulations on the number of deputies in administrative agencies, organizations, and public service units.

Accordingly, the Ministry of Home Affairs proposed to amend and supplement regulations on the number of deputies in a number of decrees.

The Ministry of Home Affairs proposed to supplement regulations for departments in Hanoi and Ho Chi Minh City.

Specifically, in Decree No. 101/2020/ND-CP stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies, the Ministry of Home Affairs proposed to amend the number of deputy heads of departments, bureaus, inspectorates, and offices of general departments under ministries.

Specifically, a department under a general department with 15-20 civil servant positions is arranged with no more than 2 deputies; a department with more than 20 civil servant positions is arranged with no more than 3 deputies;

Departments, inspectorates, and offices under a general department with less than 4 organizations are arranged with no more than 2 deputies; with 4 or more organizations are arranged with no more than 3 deputies;

For a department organized vertically, each department under the department is arranged with an average of 3 deputy heads.

Regarding the Decree regulating the organization of specialized agencies under the People's Committees at the provincial level, the Ministry of Home Affairs proposed to supplement regulations on the number of deputy heads of specialized and professional departments under the department.

Specifically, departments of Hanoi and Ho Chi Minh City with 30 or more civil servants are assigned no more than 4 deputy department heads.

In addition, the Ministry of Home Affairs also requested ministries, branches and localities to review regulations on the number of deputies at administrative agencies, organizations and public service units. If there are other proposals and recommendations, they should clarify difficulties and problems and propose specific contents that need to be amended and supplemented accordingly./.
