Up to now, Nghe An has had 15 hospitals implementing autonomy in regular spending. In 2018, at 15 hospitals, the planned number of beds assigned was 5,160 but the actual number of beds was nearly 8,750.
Among the autonomous units with regular expenditures, there are 6 units with annual bed occupancy rates of over 150%, the rest are over 130%. This reality has caused considerable difficulties for the units in paying for medical examination and treatment costs and reinvestment.
Through the proposals of the units, the Provincial People's Committee has directed relevant departments, branches and sectors to establish an appraisal team to adjust the autonomy plan of 15 public hospitals with autonomy in regular expenditures.

Based on the organizational structure, facilities and equipment, financial activities, and professional medical examination and treatment activities, the appraisal team agreed to propose the Provincial People's Committee to assign an additional 2,145 hospital beds to the units, bringing the total number of hospital beds to 7,305 beds (an increase of 41.6% compared to 2018, reaching 73.6% compared to the current number of beds).
Based on the hospital bed quota, the appraisal team also proposed the human resource structure norms according to the provisions of Circular No. 08/2007 of the Ministry of Health and the Ministry of Home Affairs in accordance with the conditions, capabilities and actual situation of each unit.

Concluding the meeting, comrade Le Minh Thong stated: Setting hospital bed quotas is aimed at building increasingly civilized and modern hospitals. Increasing hospital bed quotas in the current context is completely reasonable. Increasing hospital beds needs to be studied and evaluated on a practical basis and compared and considered with similar localities as well as balancing resources.
The Vice Chairman of the Provincial People's Committee requested the Nghe An Department of Health to continue completing the submission and legal basis to soon submit to the Provincial People's Committee for consideration and approval./.
