Proposal to increase working age for People's Public Security officers
That is the proposed content in the draft Law amending and supplementing a number of articles of the Law on People's Public Security (CAND) No. 37/2018/QH14.

The draft Law consists of 02 Articles, amending and supplementing a number of Articles of the Law on People's Public Security. In particular, the amendments and supplements stipulate that People's Public Security officers who are considered for promotion from Colonel to Major General must have at least 03 years of service remaining. In case of less than 03 years of service, the President will decide.
At the same time, the draft Law adds the following provision: The Government shall specify the criteria and standards for early promotion to the rank of General for Public Security officers with outstanding achievements in combat and work. This content addition is intended to specifically define the criteria and standards for outstanding achievements in combat and work as a basis for proposing the President to consider and decide on promotion to the rank of General according to the provisions of Clause 1, Article 26 of the Law on Public Security.
In addition, 06 positions with the highest rank of General in the People's Public Security Forces are added, including: 01 position with the highest rank of Senior Lieutenant General and 05 positions with the highest rank of Major General; stipulates that the Chief of City Police of a centrally-run city and Regiment Commander have the highest rank of Colonel.
Amend and supplement Clause 4, Article 25 in the direction of stipulating that the Regiment Commander and Chief of City Police of a centrally-run city have the highest rank of Colonel.
Notably, the Draft Law amends and supplements Clause 1, Article 30 on the service age of police officers and non-commissioned officers in the direction of: Supplementing regulations and increasing the maximum service age of police workers (men increase by 2 years, women increase by 5 years); increasing the age of officers and non-commissioned officers by 2 years; female officers with the rank of Colonel increase by 5 years, female officers with the rank of Lieutenant Colonel increase by 3 years; female officers with the rank of General still keep the current age of 60 years; supplementing regulations on extending the maximum service age for police officers in special cases.
Age increase time according to the roadmap: Each year, increase 03 months for men and 04 months for women. For officers and non-commissioned officers with the highest service age under 60 years old for men, under 55 years old for women, the age increase is 02 years immediately, not following the above roadmap.
The time for increasing the maximum service age will start from 2021 but will not apply to cases that have retired from work before the effective date of this Law. The Government shall specify the roadmap for increasing the maximum service age of police officers, non-commissioned officers, and workers in accordance with the provisions of the Labor Code.
In addition, the Draft Law amends and supplements regulations on extending the age limit for service; supplements regulations on extending the highest age limit for service for police officers in special cases; increases the age limit for service for police officers who are professors, associate professors, doctors, and senior experts from 60 to 62 years old for men; from 55 to 60 years old for women...
