Proposing to consider the characteristics of the Ethnic Committee when evaluating and ranking administrative reform at the department and branch levels of Nghe An province
(Baonghean.vn) - The Ethnic Minorities Committee of Nghe An province proposed that the Provincial Steering Committee for Administrative Reform consider the specific characteristics of the unit and not evaluate the results of the annual ranking of the province's administrative reform index.
On the afternoon of July 11, the Inspection Delegation of the Department of Home Affairs led by Mr. Tran Quoc Chung had a working session with the Provincial Ethnic Committee on the results of administrative reform in the 2022-2023 period.

In recent times, the Party Committee and the Ethnic Committee have paid attention to administrative reform. Currently, the Ethnic Committee has two administrative procedures: Procedures for selecting and recognizing prestigious people among ethnic minorities and Procedures for removing prestigious people from the list of prestigious people among ethnic minorities in a connected manner: District People's Committees review and compile a list of prestigious people (or remove them from the list) among ethnic minorities and send them to the Committee for synthesis, appraisal and submission to the Provincial People's Committee for decision. The Committee regularly studies, conducts reviews and proposes to reduce the number of processing days and reduce the number of procedural documents according to regulations.

Regarding the organizational structure, up to now, the organizational structure has been stable, streamlined, operating effectively and efficiently with 4 specialized departments and offices. The Board has been proactive in developing and approving the Project on job positions of agencies and public service units, coordinating with the Department of Home Affairs to advise the Provincial People's Committee to issue Decision No. 197/QD-UBND dated January 19, 2023 approving the Project on dissolving the Center for Consulting, Support and Development of Ethnic Minority Areas.
The appointment, reappointment, rotation, and job position transfer of civil servants and public employees are carried out resolutely, publicly, and democratically. The work of training and fostering professional expertise, skills, and abilities for civil servants and public employees is given attention.
The inspection team noted that the annual review and supplementation of civil servant and public employee records was not complete and timely as required. The digital signature on the system was not thorough, and the digital signature rate on the system did not meet the requirements.

Discussing at the meeting, delegates analyzed and clarified the results of the administrative reform index rankings of departments and branches of Nghe An province. Accordingly, in 2022, the Ethnic Minorities Committee ranked 20/21 with 87.15 points.
In particular, ethnic minorities were deducted points for criteria of level 4 public services, online payment, public postal services and funding for administrative reform work has not been allocated (criteria for leadership and direction).
According to the current leader of the Ethnic Minorities Committee, there are 2 administrative procedures that, if applied according to the common criteria set with departments and branches, are not suitable for the specific nature of the unit's work.
“Due to its uniqueness, the Central Government does not include the Ethnic Committee in the ranking of administrative reform indexes at the ministerial, branch, provincial and municipal levels. Therefore, the Provincial Ethnic Committee proposes that the Provincial Steering Committee for Administrative Reform consider the uniqueness of the unit and not evaluate the results of the annual ranking of administrative reform indexes of provincial departments and branches. If included in the assessment, separate criteria should be applied in accordance with the specific nature of the unit's work,” proposed Head of the Provincial Ethnic Committee Vi Van Son.
The Ethnic Committee proposed that the Department of Home Affairs have a solution to arrange excess staff after dissolving the Center for Consulting, Support and Development of Ethnic Minority Areas.

Concluding the meeting, comrade Tran Quoc Chung - Deputy Director of the Department of Home Affairs acknowledged that the Ethnic Committee had advised on the timely, strict and proper issuance of legal documents related to ethnic affairs and ethnic policies; the quality of consultation on the issuance of legal documents has been increasingly improved.
Regarding the ranking of administrative reform indexes at the department and branch levels, the Deputy Director of the Department of Home Affairs said that the Ethnic Minorities Committee needs to evaluate and analyze to clarify the objective and subjective causes of the loss of points in 2022 to propose solutions to overcome them; at the same time, propose and recommend to the Provincial Steering Committee for Administrative Reform to remove difficulties and shortcomings due to objective causes in the ranking.

The Inspection Delegation suggested that in the coming time, the Provincial Ethnic Committee should continue to pay attention to directing and leading administrative reform work; research, conduct reviews, propose to reduce the number of processing days, reduce the number of documents and procedures according to regulations; promote the application of information technology in handling administrative procedures, etc.
