Many issues that people are concerned about

At the discussion session, delegates highly appreciated the management, direction and leadership of the Provincial People's Committee in the first 6 months of the year, especially the direction and implementation of solutions to prevent and combat the Covid-19 pandemic. Although the impact of the pandemic is very large, the province's economic growth rate has had positive results, ranking among the top in the country.

Delegate Nguyen Van Hai - Secretary of Tuong Duong District Party Committee said that the drought situation has greatly affected the production and life of people in Tuong Duong district. Besides, during the Covid-19 epidemic, nearly 8,000 local workers returned home, but the security and social order situation in the district was ensured.

At the same time, it is recommended that the Provincial People's Committee forecast the level of socio-economic indicators for the whole year. In the agricultural indicators, the output of fresh meat is of great concern, because the restoration of pig herds in the district is difficult.

In addition, there are 6 households in Luu Kien commune whose houses were cracked due to the flood discharge of Ban Ang hydropower plant, but so far the people have not received any support and do not know who to complain to. Regarding the announcement of the conclusion of Deputy Prime Minister Trinh Dinh Dung in resolving the long-standing problems and difficulties in the Ban Ve Hydropower project, so far there has been no implementation of any content. The voters' wish is to resolve it urgently, because the conclusion of the Deputy Prime Minister has been out for more than a year.

Delegate Luong Thanh Hai - Head of the Provincial Ethnic Committee said that the Provincial People's Committee needs to clarify how many villages and hamlets do not have electricity and the cause of the continuous power outages in the highland districts on National Highway 48.

Regarding the tasks for the last 6 months of the year, delegate Luong Thanh Hai said that the National Assembly has just approved the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period, with an average of about 500 billion VND per province per year. In the Program, there are 10 projects, so the districts must direct the communes to clarify what content will be implemented in 2021, and which projects are suitable, in order to meet the main requirements of the MTTG program.

Delegate Nguyen Huu Cau expressed his opinion that in the explanation, the People's Committee assessed the province's competitive advantage in attracting investment as very poor. "If so, we must re-evaluate the economic efficiency of the Investment Promotion Conference in the past 10 years. If it is not effective, we should boldly cancel this conference" - delegate Cau suggested.

In addition, delegate Nguyen Huu Cau also said that the environmental pollution at the landfill in Nghi Yen is very urgent, there are currently 74 households that are subject to relocation but have not been relocated, so life is very difficult. Regarding the issue of household waste in Vinh City, the waste is placed very close to residential areas, making people very uncomfortable. He requested the Provincial People's Committee to focus on solving this problem.

The Provincial People's Committee also needs to direct the Education sector to re-evaluate whether online learning is better or worse than face-to-face learning. If in the future, we need to isolate at times, we should do it better to reassure parents.

Re-evaluating agricultural development strategy

Speaking at the discussion session, delegate Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee highly appreciated the role of the growth of the agricultural sector in the first 6 months of the year. However, according to the Deputy Secretary of the Provincial Party Committee, this is more worrying than happy.

"Currently, the openness of our economy is large, trade is close and extensive. An open economy but the agricultural sector is little affected proves that our closure is too great, the strategy in agricultural development has problems. We do not have products that can be exported" - Deputy Secretary of the Provincial Party Committee said and said that it is necessary to study the strategy to orient agricultural development in the coming time.

Comrade Nguyen Van Thong also said that in almost every meeting, voters asked about the lack of land for production. There have been cases of people getting into trouble with the law because the underlying cause is the lack of land for production. Therefore, it is necessary to consider the issue of forestry land planning, ensuring that people have the minimum land for production and a stable life.

"Regarding the issue of attracting investment after Covid-19, we cannot sit and wait for the investment capital to shift. We need to have a completely different mindset, be more decisive and proactive" - ​​the Deputy Secretary of the Provincial Party Committee said and agreed with the opinion that it is necessary to re-evaluate the effectiveness of the Investment Promotion Conference in the past time.

Comrade Nguyen Van Thong also suggested that in the coming time, the Provincial People's Committee should promote administrative reform, limit sub-licenses, and accompany businesses. The Provincial People's Committee should strengthen closer direction to departments and branches directly related to businesses to enhance investment attraction.

Speaking at the discussion session, Comrade Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee said that the direction and handling of the province's work in the past time has been accelerated and ensured to comply with regulations. The province has had many solutions to operate more drastically, more deeply, and faster to create favorable conditions for support, especially for businesses.

The Vice Chairman of the Provincial People's Committee also discussed the opinions of the delegates and said that in attracting investment, there are two major barriers: seaports and administrative reform. There are still administrative procedures that cause difficulties for businesses and take a long time to resolve. Moving forward, the Provincial People's Committee will clarify which projects are delayed in which departments and sectors, and why they are delayed, in order to remove difficulties.
