The Government Inspectorate has just sent the Ministry of Justice a draft Government Decree stipulating the functions, tasks, powers and organizational structure of the Government Inspectorate.

Rename the Anti-Corruption Department to the Anti-Corruption and Negative Affairs Department.

In a document sent to the Ministry of Justice, Deputy Inspector General of the Government Tran Ngoc Liem proposed that the number of units under the Government Inspectorate remain at 19 as present.

At the same time, it is proposed to convert the Department of Supervision, Appraisal and Post-Inspection Handling into the Department of Supervision, Appraisal and Post-Inspection Handling.

According to the explanation of the Government Inspectorate, currently, the Department of Supervision, Appraisal and Post-Inspection Handling is the unit with the function of assisting the Government Inspector General in supervising the activities of the inspection team; appraising draft inspection conclusions; monitoring, urging, and inspecting agencies, organizations, and individuals in implementing inspection conclusions; making recommendations and decisions on handling inspections by the Government Inspectorate and the Prime Minister.

In recent times, the activities of the Department of Supervision, Appraisal and Post-Inspection Handling have enhanced the sense of responsibility of inspection team members; improved the quality, effectiveness and efficiency of inspection conclusions.

However, as a staff unit without independent legal status, the activities of this Department lack initiative, causing difficulties and limitations in organizing and implementing tasks.

In order to enhance the effectiveness of supervision of inspection activities, improve the effectiveness of inspection result appraisal and post-inspection handling, especially increase the rate of recovery of money and assets found in violation, the Government Inspectorate proposes to convert this Department into the Department of Supervision, Appraisal and Post-Inspection Handling.

In addition, the Government Inspectorate proposed to change the name of the Anti-Corruption Department to the Anti-Corruption and Negativity Department to be consistent with the provisions of the 2022 Inspection Law.

Maintain 19 units under the Government Inspectorate, eliminate 11 departments

If the above proposals are approved, the 19 units under the Government Inspectorate will include: Department of Legal Affairs; Department of Personnel Organization; Department of International Cooperation; Department of Planning and Synthesis; Office; Department of Inspection, Settlement of Complaints and Denunciations for the Sectoral Economic Sector (Department I); Department of Inspection, Settlement of Complaints and Denunciations for the Internal Affairs and General Economic Sector (Department II); Department of Inspection, Settlement of Complaints and Denunciations for the Cultural and Social Sector (Department III); Department of Inspection, Settlement of Complaints and Denunciations for Region 1 (Department I); Department of Inspection, Settlement of Complaints and Denunciations for Region 2 (Department II); Department of Inspection, Settlement of Complaints and Denunciations for Region 3 (Department III); Department of Anti-Corruption and Negativity Prevention (Department IV); Department of Supervision, Appraisal and Post-Inspection Handling; Central Citizen Reception Committee; Inspection Newspaper; Inspection Magazine; Institute of Inspection Strategy and Science; School of Inspectors; Information Center.

The Government Inspectorate affirmed that it will not organize departmental levels in the following departments: Department of Legal Affairs, Department of Personnel Organization, Department of International Cooperation and Department of Planning and Synthesis to ensure consistency with the provisions of Decree 101/2020 of the Government.

"After the reorganization, the Government Inspectorate will eliminate 11 rooms in the current Departments," the report stated.
