According to the Prime Minister's Directive, by November 30, the number of stores selling E5 biofuel must reach at least 50% in provinces and cities. However, people are still quite indifferent to this environmentally friendly gasoline. Mr. Nguyen Phu Cuong, Director of the Department of Science and Technology, Ministry of Industry and Trade, said: "When consumers buy a product on the market, the first thing they care about is convenience, second is quality and third is price. Currently, the biofuel distribution system is not enough to create convenience for consumers. The fact that the number of stores selling E5 gasoline is scattered is an obstacle that makes consumers not interested, even if they want to buy it, they do not know where to buy it."

Mr. Nguyen Phu Cuong also said that consumers are still concerned about the quality of E5 gasoline. Because the time when bio-fuel was introduced to the market coincided with the time when motorbike fires and explosions occurred. Regarding this, Mr. Cuong affirmed that the police, quality management agencies, the Department of Science and Technology and related sectors have conducted inspections, conclusions and proven that E5 gasoline is safe and beneficial for consumers.

In a recent meeting, the Department of Science and Technology reported to Deputy Prime Minister Hoang Trung Hai on the results of implementing Directive No. 23/CT-TTg of the Prime Minister. The report clearly stated that all periodic inspections, sample inspections and surprise inspections were carried out, and the results showed that the quality of E5 biofuel completely met the requirements of the management agency. During the past time, there have been no complaints about the quality of E5 gasoline from consumers. Mr. Cuong said: "Previously, we were very worried so we continuously implemented inspections of biofuel standards. It must be recognized that E5 gasoline has more indicators and parameters to monitor than mineral gasoline. But up to this moment, the results are still very good."

When talking about the price of E5 gasoline, Mr. Nguyen Phu Cuong said that the Prime Minister has directed and used tools such as taxes, environmental protection fees, etc., along with a number of other tools to create a price difference between mineral gasoline and E5 gasoline. He commented that the current method of calculating the price of E5 gasoline still uses the method of calculating the price of mineral gasoline, so there are many shortcomings. Mr. Cuong said: "The price of E5 gasoline must be made to both encourage consumers and benefit businesses. The responsibility of the management agency is to analyze and consider the price issue, harmonizing the interests of all parties." Currently, businesses are still having to pay an additional cost, which is the cost of mixing mineral gasoline and Ethanol, cleaning tanks, etc. In this situation, Deputy Prime Minister Hoang Trung Hai has directed and requested the Ministry of Finance, the Ministry of Industry and Trade, and businesses to conduct surveys to find a way to calculate the base price. The Deputy Prime Minister has directly directed the two Ministries to implement quickly, ensuring benefits for producers, businesses and consumers.

Currently, in addition to bringing more consumers to E5 gasoline, the issue of supply is also of concern and focus for managers. Immediately after the roadmap for implementing Directive 23/CT-Tg is completed, the supply of E5 gasoline must be guaranteed to be continuous, adequate and stable. Mr. Cuong said: "Gasoline is a special commodity, immediately after all provinces and cities expand the network of E5 gasoline stores, it is necessary to ensure the supply, so that consumers do not have raw materials. Localities must balance how to ensure businesses always ensure trade, contributing to ensuring energy security. Because if there is not enough gasoline to sell, it will seriously affect the economy and transportation."
