Dien Chau District Police received information that some ethnic people frequently appeared in the area to meet drug addicts. After receiving the information, the District Police leaders directed the relevant departments to investigate and clarify the matter.
Within just a few days of verification, the detectives identified this subject as a Que Phong native who often transported large quantities of “goods” to Dien Chau for sale. The subject was identified as Vi Van Quy (born in 1973), residing in Muong Mun village, Muong Noc commune (Que Phong). Vi Van Quy had a wife, 2 sons and was a long-time drug addict.

The money he earned every day was not enough to satisfy his addiction, so Quy thought about drug trafficking. During his days living in the forest, interacting with some previous “drug dealers”, Quy learned the method of “buying goods”, then directly going into the Mong villages to buy goods and then bringing them to the lowland districts to sell.
Over time, Quy established a drug trafficking network from Que Phong and chose Dien Chau as the area for consumption. It is known that Quy's family has 7 siblings, 3 of whom are currently serving sentences for illegal drug trafficking.

With the experience of dealing with the authorities that Quy had learned after his siblings were arrested, Quy had many times deceived the authorities. After many days of lying in wait and monitoring the movements of the subject in Que Phong, the detectives had information that in early April, Quy would have a transaction with a "partner" in Dien Chau. From the information of the detectives, the district police leaders established Project 417H to fight and eradicate.
On April 7, the Task Force received information from the detective that during the day Quy would transport drugs to Dien Chau for transaction, the transaction location was at Dien Lam1 gas station, hamlet 1 Nam Lam, Dien Lam commune (Dien Chau), the subject's means of transportation was by taxi.
The task force planned to catch the subject red-handed. At exactly 6 p.m. the same day, the task force received information that the subject had gotten into a taxi to return to the transaction point. Persistently monitoring until about 9 p.m., when the "prey" appeared, the detectives immediately followed the taxi.

Being a cunning person, when approaching Dien Lam 1 gas station, Quy ordered the driver to drive around the gas station area to observe if there were any police following. After 30 minutes, seeing no movement, Quy stopped the car opposite the gas station and got out to walk across the street to the transaction point.
The detectives who were lying in wait near this area suddenly rushed in to arrest him. Passive and surprised, Vi Van Quy still tried to struggle and find a way to fight back. He was restrained and knocked down by the detectives. Searching the subject, the Task Force seized evidence of 1 cake of Heroin weighing 357.15 grams.
At the investigation agency, Quy confessed to all his actions. Accordingly, because Quy's second son was in 11th grade but had started using drugs early, on April 7, Quy went to Dien Chau to get drugs to help his son. "On the way", Quy brought 1 cake of Heroin to sell to a business partner. Quy confessed to buying this amount of goods from a Mong ethnic person (identity unknown) for 90 million VND to bring back to Dien Chau to sell for 120 million VND.
The case is currently under further investigation.
