Public arcade game facilities must be located at least 200 meters away from schools.
The government has recently issued Decree 72/2013/ND-CP on the management, provision, and use of Internet services and online information, which stipulates the operating conditions for public electronic game service providers.

Accordingly, organizations and individuals are granted a Certificate of Eligibility to operate a public electronic game service facility when they meet the following conditions: having a business registration for a public electronic game service facility; and the location of the public electronic game service facility being at least 200 meters away from the entrance of primary and secondary schools.
At the same time, there must be a sign that reads "Public Electronic Game Service Provider" including the name of the establishment, address, contact phone number, and business registration number.
In addition, the total area of the computer rooms at a public electronic game service facility must be at least 50 m2 in special urban areas, type I and type III urban areas; at least 40 m2 in type IV and type V urban areas; and at least 30 m2 in other areas...
4 conditions for being granted a license to establish a social network.
The decree also specifies regulations for managing the establishment of websites and social networks.
Accordingly, organizations and businesses are only permitted to establish comprehensive electronic information websites and social networks when they have obtained a License to establish a comprehensive electronic information website or a License to establish a social network.
To be granted this license, organizations and businesses must meet all five conditions: 1- Be an organization or business established under Vietnamese law with functions, tasks, or registered business activities suitable to the services and information content provided; 2- Have management personnel who meet the requirements as prescribed by the Ministry of Information and Communications; 3- Have registered the domain name used to establish the general information website or social network; 4- Have sufficient financial, technical, organizational, and personnel capabilities commensurate with the scale of operation; 5- Have measures to ensure information security and data protection.
Licenses for establishing comprehensive electronic information websites and social networks are valid for the period requested by the organization or enterprise, but not exceeding 10 years.
The decree takes effect from September 1, 2013.
