(Baonghean.vn) - Contributing to solving the employment problem for workers returning home due to Covid-19, improving vocational skills for vocational school students, the mountainous district of Quy Chau has had a good initiative to organize an industrial sewing workshop in the form of vocational training while studying and working.

The proposed solution of Quy Chau district is clear, but it must be said that in practice it is not easy to implement, because in the district, there are not many businesses, only a few family businesses, employing a few workers... Businesses are not interested in investing and developing locally due to factors such as traffic infrastructure, human resources, and customs affecting profits.

Solving employment for local workers in general and repatriated workers in particular has become a major concern for all levels, sectors and units in Quy Chau district. Sharing the same concern is the district's Center for Vocational Education - Continuing Education.

Mr. Bui Hoang Bau - Director of the Center said: Every year, the Center still organizes vocational training classes for local workers. After learning a trade, workers often go to work in industrial parks or export labor. Now, with the Covid-19 epidemic, skilled workers are also losing their jobs, so the future of students is also less bright.

It is known that, in order to solve the employment problem for workers who have been trained, in previous years, Quy Chau district and the district's Center for Vocational Education - Continuing Education searched for and invited a number of businesses to join in opening workshops and factories in the form of vocational training while studying and working... However, after the survey, the businesses also "went away and never returned", due to the above factors.

At this time, through the exchange, the concerns and worries of Quy Chau district were sympathized and shared by a small and medium enterprise in the area - that is Phu Quy Human Resources Company Limited.

As a native son, I still want to build and contribute to Quy Chau. However, in order to calculate the business and benefits of the company, there are clearly many more favorable lands for development... But then, seeing the difficulties of the locality, I decided to take the risk.

After discussion and agreement, the Department of Labor, Invalids and Social Affairs, the Vocational Education Center and the Company met with the leaders of Quy Chau district to ask for approval. Accordingly: Phu Quy Human Resources Company Limited will open a temporary garment processing workshop located at the Vocational Education - Continuing Education Center. In the short term, the company will recruit unemployed and repatriated workers. In the long term, the company will cooperate with the center to combine studying and working, helping students earn income while still studying... This idea has been fully supported by the leaders of Quy Chau district.

In July 2021, the garment processing workshop jointly organized by Phu Quy Human Resources Company Limited and Quy Chau District Vocational Education - Continuing Education Center began to take shape, recruiting workers and purchasing and installing machinery. In August 2021, the garment workshop began operating with a total of 3 industrial sewing lines and over 80 workers. The vast majority of the workers working here are repatriated workers, the rest are students of the center.

Need those"heart

After more than half a year of establishment, the garment factory has been operating stably with many domestic and foreign orders. On average, the factory's monthly revenue reaches 600-700 million VND, and workers' income is 4-6 million VND. Many workers returning home after a "temporary" period of working at the factory have the desire to stay long-term.

During my time working, I found the job suitable, the salary is not high but stable, the working environment is good, especially being close to my family, so I also want to stay and work long term."

During the operation, there were also repatriated workers who had previously left the factory and returned to work at their old companies. However, the number of workers in the garment factory did not decrease because there were continuously more workers coming to apply for jobs, as well as the number of students from the Center to compensate.

After studying theory for about 60-70 days (during which time the State supports 30,000 VND/day), students will practice at the workshop for 2-3 months to become proficient. In the first month of practice, each student earns about 3 million VND/month. From the second month onwards, they earn 4.5-5.2 million VND/month.

Operating effectively, at this time, the Company and the Center have been promoting the expansion of the model to each cluster of communes in the district, located in Chau Binh and Chau Binh communes - where there are many repatriated workers and citizens of working age. This idea has received high welcome and support from the leaders of Quy Chau district.

Mr. Nguyen Thanh Hoai - Chairman of the People's Committee of Quy Chau district said: Expanding the model not only creates more jobs for people but more importantly helps skilled workers. With available professional skills, if workers do not like to work locally, they can also go to work and develop in other localities... The district and commune support the model by lending surplus civil works and cultural houses due to the merger of villages and hamlets to set up workshops.

It must be said that the industrial sewing workshop model of learning while working in Quy Chau district has had initial successes. Although no lessons have been learned yet, it can be clearly seen that this optimistic signal can only be formed from the hearts of those who "serve their homeland"... However, it is also necessary to clearly recognize: Even if the industrial sewing workshop model of learning while working can be further expanded, the number of workers who have jobs in Quy Chau is only about 300-400 people. Quy Chau still needs more businesses to invest and diversify production and business fields... and cannot only rely on "golden hearts".

When a locality loses its labor force, it is difficult to develop. To change the situation, the only way is to improve the quality of human resources, raise awareness, skills, and working style. For example, in a garment factory, if workers automatically quit to "do good deeds", the factory will "break the line". Localities need to further promote propaganda and mobilize more children to go to vocational school, diversifying occupations. Trained workers are the "golden hands" - an advantage in attracting investment...".
