The letter from the People's Committee of Hung Linh commune thanking the Hung Nguyen District Police came at a time when the entire unit was striving to celebrate the 9th Party Congress (2015-2020 term). This was at the end of March, in Hung Linh commune, the unit's Criminal, Economic, and Drug Crime Investigation Team quickly dismantled a major drug trafficking case involving many individuals and locations – Case 315 M. Through this operation, they successfully arrested 6 individuals involved in the illegal drug trafficking ring from northern provinces to Nghe An and seized a large amount of evidence including 1.2 kg of methamphetamine, over 400 million VND in cash, 2 small scales, several mobile phones, and other items; creating a major breakthrough in "education, deterrence, and crime prevention" in the commune... Hung Long commune is also a key area for drug trafficking. To restore security and order, for many years, the District Police have regularly coordinated with the Commune Police to conduct thorough surveys and assessments of the crime and drug abuse situation in the area, promptly supporting and creating conditions for the commune to implement drug rehabilitation for over 20 individuals; going to the hamlets to organize forums on "Police listening to the people's opinions," combined with mobilizing people to report crimes. In addition, in coordination with the Women's Union and other organizations, they have developed many models such as the "Family without relatives suffering from social diseases, no children dropping out of school" model, the "Youth team lighting up hope" model, the "Friends helping friends" model, and the "Youth say no to drugs" model… With these efforts, the security and order situation in Hung Long commune has gradually stabilized, and people are becoming more aware of building drug-free villages.

Hung Nguyen police are examining evidence seized in an inter-provincial drug trafficking case.

Over the past five years, the Hung Nguyen District Police have coordinated efforts to establish seven more drug-free communes (a 140% increase compared to the previous term and exceeding the set target). Alongside propaganda activities, the fight against drug trafficking has become increasingly focused and effective; 109 cases involving 174 individuals violating drug regulations have been apprehended and prosecuted. Significant results have also been achieved in the fight against criminal and economic crimes. From 2010 to 2015, the District Police launched and dismantled dozens of major cases, such as: Case 114HG investigating and clarifying a rape and murder case in Hung Linh commune; Case 314TC investigating and clarifying a criminal group specializing in robbing taxi drivers; Case 1114XM investigating and clarifying a ring specializing in motorcycle theft, recovering over 30 motorcycles of various types. Investigations were conducted to clarify a property theft case in Hung Nguyen Town, recovering over 1 billion VND and 10 gold bars; Special Case DA311 investigated irregularities related to the construction project of Hung Yen Bac Primary School, recovering nearly 2 billion VND; combating the act of "possessing, transporting, and circulating counterfeit valuable documents" at Anh Tuan Trading and Service Company Limited, involving 127 companies nationwide, preventing losses to the State of over 20 billion VND, and recovering over 10 billion VND for the State… The work of disseminating and educating the law, patrolling and handling violations of traffic safety and order; managing weapons, explosives, fire prevention and fighting is always given priority…

Regarding the above results, Colonel Le Van Thai, Head of the Hung Nguyen District Police, said: “In recent years, despite the complex developments in the world, region, and country; and the many difficulties in socio-economic conditions, the collective of officers and soldiers of the District Police have made every effort, overcoming all difficulties and hardships, and excellently fulfilling the assigned tasks. More importantly, this has mobilized the entire political system and all the people to participate in ensuring security and order, with the police force as the core, creating a comprehensive prevention and combat strategy. Many key areas with complex security and order issues, and border and adjacent areas of Vinh City that were previously neglected, have now been focused on, helping to maintain security and order throughout the district and increasingly building trust among the people.”

Looking back at the past term, besides the noteworthy achievements in security and order, the Party Committee of the Hung Nguyen District Police also paid great attention to Party building, force building, and charitable and humanitarian activities. Every year, they launched a campaign for officers and soldiers in the unit to establish the "People's Police Solidarity Fund" to organize charitable activities such as: visiting wounded and sick soldiers, relatives of martyrs, victims of Agent Orange, and single former youths; sponsoring two poor students who excelled academically; and helping people overcome the consequences of natural disasters and floods. Regarding the implementation of Directive 03 of the Politburo, the unit organized officers and soldiers to study and follow the moral example of Ho Chi Minh through practical actions such as: cultivating spirit and courage in the fight against crime, building a professional demeanor in daily life and work; and developing a service attitude in interactions and work with the people. Thanks to the implementation of many specific and practical solutions, positive impacts have been made, ensuring that cadres and Party members remain steadfast in their work, feel secure in their jobs, love their profession, and are loyal and confident in the Party's leadership; internal Party committees and units are harmonious and united, and the rate of negative incidents and violations has significantly decreased compared to the previous term. Over the past five years, 252 collectives and individuals have received commendations and certificates of merit from various levels. For three consecutive years (from 2012 to 2014), the District Police force achieved the title of "Unit of Victory," and the Party committee achieved the title of "Outstanding and Strong Unit"; it was awarded the flag of "Leading Unit in the Emulation Movement for National Security at the grassroots level" by the Minister of Public Security and the Chairman of the Provincial People's Committee.

Looking ahead, recognizing that the external situation will continue to have multifaceted impacts on security and order, especially in rural areas and special regions, and that various types of crimes and social evils are becoming increasingly sophisticated and cunning, the tasks of the Hung Nguyen District Police Party Committee will become even more challenging. During the 2015-2020 term, the Party Committee set the following goal in political and ideological work: "100% of cadres and Party members must have a firm political and ideological stance, grasp and correctly apply the Party's guidelines and policies, and the State's laws to practical work." In professional duties, it is necessary to always be "proactive, comprehensive, accurate, timely, and effective"; overseeing all areas and fields affecting the overall security and order maintenance work; Directing relevant forces, closely coordinating social and professional crime prevention, vigorously combating all types of criminal offenses, striving to reduce serious crimes and crimes among the people... In addition, focusing on advising on building and strengthening the political system from the district to the commune level, purifying internal affairs; mobilizing the strength of the entire political system and the people to resolve emerging security and order issues at the grassroots level.

With the spirit of "Strongly innovating thinking," knowing how to inherit and promote the achievements made, and thoroughly overcoming shortcomings and weaknesses, we believe that the Party Committee of the Hung Nguyen District Public Security Department will achieve many more victories and successes in the 2015-2020 term and continue to be a reliable support and a strong pillar for the socio-economic development of the district.
