Forum 'Improving the quality of Party development work among students'
(Baonghean.vn) - On the morning of May 17, the Central Committee of the Ho Chi Minh Communist Youth Union chaired and coordinated with the Central Organizing Committee and Nghe An Provincial Party Committee to organize a thematic forum "Improving the quality of Party development work among students".
The conference was chaired by comrades: Nguyen Minh Triet - Secretary of the Central Executive Committee of the Youth Union, President of the Central Committee of the Vietnam Student Association; Hoang Nghia Hieu - Deputy Secretary of the Nghe An Provincial Party Committee.

Also attending the forum, on behalf of the Central Party Committees and Ministries, there were comrades: Tran Thi Thu Thuy - Deputy Head of the Department of Party Bases and Party Members - Central Organization Committee, Pham Minh Tuan - Deputy Head of the Department of Areas III - Central Inspection Committee, and representatives of a number of relevant departments and branches. The forum was also attended by many delegates from many provinces, cities and a number of schools across the country.
Increase the number of party members developing in schools
The forum was organized to contribute to the effective implementation of Resolution No. 21-NQ/TW dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on strengthening the construction of grassroots party organizations and improving the quality of party members in the new period.

Speaking at the opening of the forum, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu expressed his joy that Nghe An province was chosen to host the forum on Improving the quality of work.Party developmentamong students. The forum is more meaningful when it is held in the atmosphere of the whole Party and people looking forward to the 133rd anniversary of President Ho Chi Minh's birthday and is held in the homeland of beloved President Ho Chi Minh.
Comrade Hoang Nghia Hieu also reported on the results of developing party members among students in Nghe An province. At the same time, he affirmed that the work of developing party members in schools has always been actively implemented and urged by all levels, sectors and the entire people with many solutions to develop both quantity and quality.

That is, to make the Party member development target a criterion for classifying Party committees and Party organizations under the province every year; to assign the Provincial Party Committee's Propaganda Department to edit documents to foster awareness of the Party and new Party members, to print and publish books to foster awareness of the Party and knowledge of new Party members; to organize classes to foster awareness of the Party for the elite masses, etc. The work of training, fostering, and guiding the professional work of Party organization and building for grassroots cadres is focused on.
From the practical process in Nghe An, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu hopes that the Forum "Improving the quality of Party development work among students" held in Nghe An will be an opportunity for the Party Committee and the government of Nghe An province to have a clearer and more specific view of the results achieved, the difficulties, limitations, shortcomings, causes, and lessons learned in the work of Party development among students. At the same time, it will help clarify the theoretical and practical issues raised to propose better implementation solutions in the coming time. This is also an opportunity for Nghe An to promote the image of culture and people of Nghe An.

The introductory report of comrade Nguyen Minh Triet - Secretary of the Central Executive Committee of the Youth Union at the forum also said that in the period of 2017 - 2022, the Youth Union chapters at all levels introduced 1,189,092 outstanding members for the Party to consider admission (exceeding 19% of the target of the 11th Congress), of which 668,157 new Party members were admitted from outstanding members (reaching 95.5% of the target). The ratio of newly admitted Party members in the school sector/total Party members increased from 5.96% in 2018 to 20% in 2022.
However, in practice, besides favorable conditions, party development work among students, especially high school students, also faces many challenges, difficulties and obstacles for many different reasons.
Specifically, through analysis from 2010 - 2021, the rate of introducing outstanding union members for the Party to consider admission in the school sector fluctuates from 16.79% to 21.22% of the total number of outstanding union members in the sector. This is the rate of union members in the area with the lowest rate of introducing outstanding union members among the target sectors, very low compared to the rate of 40.03% to 54.78% of the residential sector.
In addition, the rate of union members admitted to the Party in the school sector is low, accounting for an average of only 6% of the total number of excellent union members admitted to the Party. This rate is low compared to the scale of the school sector, which accounts for 47% of the total number of union members nationwide. During the 2017-2022 school years, the school sector introduced 520,406 excellent union members to the Party for consideration, of which only 53,661 were high school students.
According to comrade Nguyen Minh Triet, the current difficulty in party admission work in schools is that there are no specific regulations on party admission standards for schools in general and students in particular.
In addition, there are problems with the age of high school students and regulations when there are no specific instructions for students who are nearing the end of the year of graduation but have not been admitted; due to age characteristics, most students have not clearly determined their future careers, which partly affects their determination of goals to strive for admission to the Party; The responsibility of leaders of the Youth Union at all levels in some places has not really been promoted well, some places have not really paid attention to investing in the work of developing Party members among students.
Finding solutions to promote party development in schools
The forum to improve the quality of party development work among students was organized both in-person and online and connected to over 700 points across the country. Previously, during the preparation of the forum, the Organizing Committee received over 40 presentations from Party committees and Youth Union chapters from the central to local levels.

At this forum, Nghe An province also had a speech by comrade Le Dinh Ly - Deputy Head of the Provincial Party Committee's Organization Board with the content "Solutions to improve the quality of party development work among high school students". Currently, according to statistics, the number of new party members who are students in high schools in the province increases every year. The quality of excellent union members admitted to the party in high schools is increasingly improved, many students have developed well after being monitored and trained in the new environment.
In reality, the work of developing party members among union members, youth in general, and high school students in particular in Nghe An has actively contributed to improving fighting capacity, ensuring the continuity and continuous development of the Party, meeting the requirements of improving the quality of party members and building clean and strong grassroots party organizations.
However, like many other provinces and cities, the work of building and developing the Party among high school students in Nghe An province is showing many difficulties and limitations. Therefore, although the number of new student Party members in the province increases every year, that number is still quite modest compared to the number of outstanding members introduced to the Party every year.

Many presentations from the Ha Tinh Provincial Party Committee, Ho Chi Minh City Youth Union, Lam Dong, Tuyen Quang, Tay Ninh Provincial Youth Union and a number of high schools across the country such as Hanoi - Amsterdam High School for the Gifted, the Provincial Boarding School for Ethnic Minorities also focused on general assessments of the current situation, difficulties and obstacles in party development work for students in recent times.
In addition, at the forum, some good models and effective methods in party development work were also shared. The content also focused on analyzing the role of Party committees, Party organizations, school leaders, and Youth Union organizations in education work, discovering and creating sources of Party members from students.

At the same time, propose breakthrough solutions in revolutionary action movements, propaganda and educational activities to improve the effectiveness of ideal education, and train students worthy of joining the Party; solutions to implement Party development targets as allocated by the Central Youth Union Secretariat, solutions aimed at removing difficulties, obstacles and inadequacies in the work of developing Party members, focusing on high school students./.
