Dien Lam (Dien Chau): People support more than 149 billion VND to build new rural areas

In the joy of completing 19/19 NTM criteria, looking back at the process of striving, we see the right direction from knowing how to rely on the people's strength. That is what the Party Committee and government of Dien Lam commune clearly identified when starting to build NTM: "It is a hundred times easier without the people, it is difficult to do it ten thousand times harder with the people's help". And if we want the people to listen and do, the cadres must be exemplary and take the lead. Starting with the hamlet chief, then the members of the hamlet chief's family, from there, arousing the people's strength, creating high consensus.

In the process of implementing new rural construction, Dien Lam commune, in addition to doing a good job of propaganda and mobilization, creating awareness changes in each cadre and party member, and paying attention to the people. Through mass media, through activities of socio-political organizations, visiting and studying models and through training sessions to disseminate the Party and State's policies and guidelines to mobilize people to build new rural areas, the commune also focuses on implementing the grassroots democracy regulations, following the motto "People know, people discuss, people voluntarily participate".

Accordingly, the commune established a Steering Committee headed by the Party Secretary; established a Management Board headed by the Chairman of the Commune People's Committee; established a 16-member New Rural Area Status Investigation Board; established a 5-member Community Supervision Board and a Village Development Board in 25 hamlets... with the commune's motto of doing easy things first, difficult things later; selecting appropriate content and criteria, close to local conditions, while promoting the inherent traditions of each hamlet, each clan, each family with a new rural construction movement; putting the criteria of economic development benefits of the people first, so that people have confidence and motivation to build new rural areas.

The commune has also promoted the people's resources, especially those who have achieved success far from home, to contribute to the commune in building new rural areas. In total, the people of Dien Lam commune have donated and supported more than 149 billion VND to invest in building new rural areas; voluntarily donated 2,099.73 m2 of land and 24,590 working days to build 38.75 km of commune asphalt roads; 29.8 km of hamlet roads; 18.4 km of alley roads and 34.59 km of intra-field roads; maintained, repaired, and built irrigation systems, drainage ditches, intra-field canals... up to standards.

With the application of programs and policies, many new changes have been created in the commune's agriculture; the face of the countryside is changing day by day; farmers' lives are increasingly improving, developing more farm economic models for productivity, quality and good income. In particular, the successful implementation of land consolidation and plot exchange according to Directive 08-CT/TU of the Provincial Party Committee has really promoted agricultural production, with an average of 1.49 plots per household with 1,489 m2/plot.

In addition to agricultural development, the commune has also developed many new industries and promoted service activities; improved quality and diversified products suitable for the market on the basis of promoting the potentials and advantages of the commune and effectively mobilizing resources for investment and development, especially attracting investment in Muong Thanh Eco-tourism Area, which has created stable jobs for more than 200 local workers. Currently, the average income per capita reaches 26.46 million VND/year; the poverty rate of the commune has decreased to 3.12%.

Along with that, all 5/5 schools in the area have completed the universal education program; achieved the title of cultural agency, national standard school; hamlets have large, beautiful cultural houses and sports areas meeting the prescribed standards; more than 95% of workers have regular jobs; commune health care reached national standards level 2 in 2015, hunger eradication, poverty reduction, and gratitude policies are well implemented; social security and order are ensured; the environment is green, clean, and beautiful; democratic regulations are promoted; the political system is increasingly strong and excellent...

The result of today is the unity and solidarity of the people; the support and assistance of Dien Lam children living all over the country; the Dien Lam commune government knows how to inherit and promote many successful lessons from previous target programs and mass movements to creatively apply them to the construction of the new rural areas. From there, promoting the role of the people as the main subject is the decisive factor for the success of the new rural construction program.
