Adjusting the calculation of medical examination and treatment prices under health insurance from the beginning of 2019
According to Circular No. 39 recently issued by the Ministry of Health, effective from January 15, 2019, salary costs for medical staff will also be included in the price of medical examination, hospital bed days and medical technical services.
The Ministry of Health has just issued Circular No. 39/2018/TT-BYT regulating the unification of prices for health insurance examination and treatment services among hospitals of the same rank nationwide and providing guidance on the application of prices and payment of medical examination and treatment costs in some cases. This Circular replaces Circular No. 15/2018/TT-BYT dated May 30, 2018 of the Ministry of Health.

Notably, Circular 39 clearly stipulates the principles for applying service prices to medical facilities that have signed contracts for health examination and treatment under health insurance; Determining the number of times, prices and payment for medical examination in some specific cases; Determining the number of bed days, applying prices and payment for bed days between the social insurance agency and the medical facility.
Compared to Circular 15, Circular No. 39, which has just been issued, has some new points such as the regulation: "In case a patient is admitted and discharged from the hospital with a treatment time of 4 hours or less, the patient will be paid for medical examination, medicine, medical supplies and technical services that the patient has used, but the inpatient bed fee will not be calculated".
The new circular also adds that the medical examination prices of commune, ward, town health stations, health stations of agencies, units, organizations, schools, and combined military and civilian health stations will apply the prices of commune health stations.
In particular, the price of technical services is equal to 70% of the price of services in Appendix III of Circular 39, instead of being based on the price of a class IV hospital according to the current Circular 15.
In particular, this Circular allows calculating salary costs included in medical examination prices, hospital bed days and medical technical services, including: Salary scale, position, allowances, contributions according to the regime prescribed by the State for public service units and basic salary prescribed in Decree No. 72/2018/ND-CP of the Government; Standing allowance, surgery and procedure allowance according to Decision No. 73/2011/QD-TTg of the Prime Minister.
Circular 39 will take effect from January 15, 2019. In particular, the price of medical examination and treatment services according to the basic salary level prescribed in Decree No. 72/2018/ND-CP of the Government mentioned above in Appendix I, II, III of Circular 39 will be applied from December 15, 2018.
