Article 1.Adjusting administrative boundaries to establish Hoang Mai Town; establishing wards within Hoang Mai Town, Nghe An Province as follows:

1. The town of Hoang Mai in Nghe An province is established based on the adjustment of 16,974.88 hectares of natural area and 105,105 inhabitants of Quynh Luu district (including the entire natural area of ​​Hoang Mai town and the communes of Mai Hung, Quynh Vinh, Quynh Loc, Quynh Lap, Quynh Di, Quynh Phuong, Quynh Lien, Quynh Xuan, and Quynh Trang).

a) Hoang Mai town has a natural area of ​​16,974.88 hectares and a population of 105,105; it has 10 subordinate administrative units.

b) Administrative boundaries of Hoang Mai Town: East borders the East Sea; West and South border Quynh Luu District, Nghe An Province; North borders Tinh Gia District, Thanh Hoa Province.

2. Establishment of 5 wards in Hoang Mai Town:

a) Establish Quỳnh Thiện ward based on the existing 1,160.67 hectares of natural area and 12,337 inhabitants of Hoàng Mai town.

Quynh Thien ward has a natural area of ​​1,160.67 hectares and a population of 12,337.

Administrative boundaries of Quỳnh Thiện ward: East borders Quỳnh Lộc commune; West borders Quỳnh Vinh commune; South borders Quỳnh Dị and Mai Hùng wards, Hoàng Mai town, Nghệ An province; North borders Tĩnh Gia district, Thanh Hóa province.

b) Establish Quỳnh Dị ward based on the existing 633.30 hectares of natural area and 6,697 inhabitants of Quỳnh Dị commune.

Quynh Di ward has a natural area of ​​633.30 hectares and a population of 6,697.

Administrative boundaries of Quynh Di ward: East borders Quynh Phuong ward; West borders Quynh Thien ward; South borders Mai Hung ward; North borders Quynh Loc commune, Hoang Mai town.

c) Establish Mai Hung ward based on the existing 1,221.87 hectares of natural area and 8,926 inhabitants of Mai Hung commune.

Mai Hung Ward has a natural area of ​​1,221.87 hectares and a population of 8,926.

Administrative boundaries of Mai Hung ward: East borders the wards of Quynh Di and Quynh Phuong; West borders the communes of Quynh Trang and Quynh Tan; South borders Quynh Xuan ward and Quynh Lien commune; North borders Quynh Thien ward and Quynh Trang commune, Hoang Mai town.

d) Establish Quỳnh Phương ward based on the existing 345.48 hectares of natural area and 15,790 inhabitants of Quỳnh Phương commune.

Quynh Phuong ward has a natural area of ​​345.48 hectares and a population of 15,790.

The administrative boundaries of Quynh Phuong ward are: East bordering the East Sea; West bordering Mai Hung ward; South bordering Quynh Lien commune; North bordering Quynh Di ward and the communes of Quynh Lap, Quynh Loc, and Hoang Mai town.

d) Establish Quỳnh Xuân ward based on the existing 1,582.51 hectares of natural area and 13,195 inhabitants of Quỳnh Xuân commune.

Quynh Xuan Ward has a natural area of ​​1,582.51 hectares and a population of 13,195.

3. After adjusting administrative boundaries to establish Hoang Mai Town and create wards within Hoang Mai Town:

a) Nghe An province has a natural area of ​​1,649,368.62 hectares and a population of 3,113,055; it has 21 subordinate administrative units, including Vinh City, Cua Lo Town, Thai Hoa Town, Hoang Mai Town and 17 districts: Quynh Luu, Dien Chau, Nghi Loc, Yen Thanh, Hung Nguyen, Con Cuong, Quy Hop, Quy Chau, Que Phong, Tan Ky, Do Luong, Anh Son, Nghia Dan, Tuong Duong, Ky Son, Nam Dan, Thanh Chuong.

b) Hoang Mai town has a natural area of ​​16,974.88 hectares and a population of 105,105; it has 10 subordinate administrative units, including 5 wards: Quynh Thien, Quynh Di, Mai Hung, Quynh Phuong, Quynh Xuan and 5 communes: Quynh Vinh, Quynh Loc, Quynh Lap, Quynh Lien, Quynh Trang.

c) Quynh Luu District has a remaining natural land area of ​​43,762.87 hectares and a population of 279,977; it has 33 subordinate administrative units, including Cau Giat Town and 32 communes: An Hoa, Ngoc Son, Quynh Doi, Quynh Ba, Quynh Bang, Quynh Chau, Quynh Dien, Quynh Giang, Quynh Hong, Quynh Hau, Quynh Hung, Quynh Hoa, Quynh Lam, Quynh Luong, Quynh Long, Quynh Minh, Quynh My, Quynh Ngoc, Quynh Nghia, Quynh Tan, Quynh Tam, Quynh Thang, Quynh Thach, Quynh Tho, Quynh Thanh, Quynh Thuan, Quynh Van, Quynh Yen, Son Hai, Tan Son, Tien Thuy, and Tan Thang.
