Conditions for establishing departments in specialized agencies under the Provincial People's Committee

(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Notice No. 380-TB/TU dated September 28, 2021, on the policy of reorganizing the apparatus of specialized agencies under the Provincial People's Committee.

Notice No. 380 of the Provincial Party Standing Committee is based on Decree No. 107/2020/ND-CP amending and supplementing a number of articles of Decree No. 24/2014/ND-CP dated April 4, 2014 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities. Accordingly, there must be at least 6 civil servant positions to be eligible to establish a department in specialized agencies under the Provincial People's Committee.

In recent times, Nghe An province has reduced 3 branches; reduced 9 deputy heads of departments, agencies and branches; reduced 232 public service units (reduction rate reached 11.88%) with 612 departments. Many agencies and units have been proactive and determined in innovating and rearranging the organizational apparatus to ensure streamlining, effective and efficient operations.

Nghe An Provincial People's Committee currently has 21 specialized agencies with 179 departments. According to the plan, 21 departments will be reduced in the departments and branches under the Provincial People's Committee. In particular, the merger of departments in specialized agencies under the Provincial People's Committee will continue: Department of Tourism, Department of Justice, Department of Industry and Trade, Department of Natural Resources and Environment, Department of Information and Communications, Department of Culture and Sports; Department of Education and Training; Department of Foreign Affairs, Ethnic Minorities Committee.

On the arrangement and assignment of deputiesA department with less than 9 civil servant positions is assigned 1 deputy head of department; a department with 9 to 14 civil servant positions is assigned no more than 2 deputy heads of department; a department with 15 or more civil servant positions is assigned no more than 3 deputy heads of department.

During the process of restructuring the organization, the number of deputies of the heads of organizations and units due to mergers and consolidations may be higher than the regulations in Decree No. 107/2020/ND-CP. When a deputy retires or is transferred to another job and is not added, if really necessary, it must be submitted to the Provincial People's Committee for consideration and decision. At the same time, develop specific solutions to adjust and rearrange the number of deputies exceeding the regulations to ensure that within 03 years from the date of restructuring, the number of deputies must comply with regulations.
