Investigating a group of young men claiming to be police officers who electrocuted and handcuffed people
Seeing a group of young men claiming to be police using electric shock and handcuffs on a citizen, many people asked to see their police ID cards, then the group got in a car and left.
The incident occurred on the morning of May 21 in Ngo Sai village, Quoc Oai town, Quoc Oai district, Hanoi, causing a stir among local residents.

On the morning of May 21, a group of about 4-5 young men wearing jeans and black T-shirts were traveling in a car.
When arriving at Ngo Sai village (Quoc Oai town), this group of people restrained and electrocuted a man, then used handcuffs to lock his hands and asked him to get into the car.
Seeing the unusual behavior of the group of people claiming to be police, the local people asked the group to show their identification cards and invited the district police to come and investigate. However, the group of young men quickly got in their car and left. Detecting suspicious signs, the people were able to detain one of the young men in the group.

The entire incident was also recorded by people using their phones and provided to Quoc Oai District Police.
A leader of the People's Committee of Quoc Oai town said that the man handcuffed by the group of young men was a resident of Ngo Sai village.
Mr. Ta Quang Vinh, Chief of Quoc Oai Town Police, said that immediately after receiving the report from the people, the town police quickly arrived at the scene and reported the incident to the district police.
Currently, the Criminal Police Department of Quoc Oai District is handling the case.
