Deputy Prime Minister Nguyen Xuan Phuc expressed confidence that, with the involvement of all levels and sectors, the 2013 amnesty program would achieve good results.

On the morning of August 19th, in Hanoi, the 2013 Amnesty Advisory Council held a meeting to review the dossiers, lists, and individuals recommended for amnesty in 2013. Member of the Politburo and Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the 2013 Amnesty Council, presided over the meeting.

In his opening remarks at the meeting, Deputy Prime Minister Nguyen Xuan Phuc affirmed that leniency and humanity are major policies of the Party and State of Vietnam regarding the fight against crime in general and amnesty in particular.

From 2009 to the present, the State has carried out four rounds of amnesty, granting early release to over 48,000 prisoners. The amnesty program has effectively implemented the national crime prevention program, ensuring security and order, and has been highly appreciated by the people and public opinion both domestically and internationally. In particular, the recidivism rate is low, below 1%. This confirms the correctness and effectiveness of this policy.

According to the Deputy Prime Minister, in order for the amnesty process to be carried out in accordance with the law, the review process must be rigorous, open, transparent, and each case must be carefully considered.

Deputy Prime Minister Nguyen Xuan Phuc suggested: “Along with checking pardon applications according to the law, attention should be paid to post-pardon work and reintegration into the community. The Government has issued Decree 80, which includes promoting propaganda, raising awareness and responsibility among all levels, sectors, social organizations, and the general public to eliminate stigma and discrimination against pardoned individuals. At the same time, it is important to effectively monitor, educate, and provide vocational training and job opportunities for pardoned individuals to return to the community, earn an honest living, and reduce recidivism and law violations. For those with particularly difficult circumstances, it is necessary to mobilize sectors, organizations, and socio-economic groups to provide support and assistance, such as loans for business ventures and stable livelihoods.”

It is expected that approximately 15,000 prisoners will be granted amnesty or early release during this year's National Day on September 2nd. Deputy Prime Minister Nguyen Xuan Phuc expressed confidence that, with the involvement of all levels and sectors, the 2013 amnesty program will achieve good results. The Deputy Prime Minister requested the Ministry of Public Security, the standing agency, to strictly implement the program and ensure that no eligible individuals are overlooked, and to resolutely remove those who do not meet the criteria from the amnesty list.
