Do Luong meets new rural district standards:Important driving force to become a town before 2030

Implementing the National Target Program on New Rural Construction, Do Luong district has always received the attention and support of all levels and sectors and the drastic participation of Party committees and authorities from the district to the grassroots level, especially the consensus of the people, which has created favorable conditions for infrastructure investment, promoting socio-economic development, improving the quality of people's lives...

Recognizing that result, on November 15, 2023, the Prime Minister issued Decision No. 1370/QD-TTg recognizing Do Luong district as meeting new rural standards in 2022.

Identifying new rural construction as a key, regular and continuous task of Party committees, authorities and organizations from district to grassroots, the District Party Committee, People's Council and People's Committee of Do Luong district have issued and resolutely implemented resolutions and specialized plans on new rural construction.

During the implementation process, the district established, consolidated and assigned specific tasks to members of the Steering Committee in charge of each commune and each criterion that the district directed to be implemented early; at the same time, regularly organized inspections, guidance, urging and promptly removed difficulties and obstacles in implementation, helping communes speed up the progress of completing the goal of building new rural areas.

By the end of 2021, 32/32 communes had met new rural standards (including 7 communes meeting the standards in the 2014-2015 period: Thinh Son, Yen Son, Van Son, Hoa Son, Tan Son, Thai Son, Thuong Son), 1 commune met advanced new rural standards (Yen Son commune), Do Luong town met urban civilization standards.

The district has directed communes that have met the new rural and advanced new rural standards for the 2014-2021 period to review and fully implement the contents of the set of criteria for new rural and advanced new rural communes issued by the Prime Minister for the 2021-2025 period. By the end of 2024, 9/32 communes will have met the advanced new rural standards (28.125%) and 2 communes are striving to meet the NTMKM standards.

The district has achieved 9/9 criteria for a new rural district according to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister and was recognized by the Prime Minister as meeting new rural standards in 2022 in Decision No. 1370/QD-TTg dated November 15, 2023.

The process of building new rural areas in Do Luong has completely changed the awareness of cadres, party members, and people in leadership, direction, and implementation. In particular, the economy continues to develop, social security is ensured, people's lives are constantly improved, with the drastic participation of the entire political system from the district to the grassroots level, the average GRDP growth rate over the past 10 years has always been maintained at a fairly high level, in the period 2010 - 2015 the average growth reached 10.16%; in the period 2016 - 2020 the average growth reached 12.53%, in 2024 it reached 11.01%; by 2024 the economic structure will shift in the right direction; annual budget revenue will reach over 300 billion VND, by 2024 it will reach 1,065.669 billion VND.

The rate of trained workers in 2024 will reach 80.25%. The multidimensional poverty rate in 2022 will be 4.64%, and by 2024 it will be 1.23%; 100% of households will use the national grid; average income per capita will increase from 23.2 million VND in 2010 to 81.54 million VND/person/year in 2024.

Determining that planning plays an important role in the process of implementing new rural areas and building Do Luong into a town, in recent times, Do Luong district has focused on implementing planning work, specifically: General planning for urban construction of Do Luong, Do Luong district, Nghe An province (scale 1/10,000): The project has been approved by the Provincial People's Committee in Decision No. 4129/QD-UBND dated December 22, 2022.

According to the approved Planning Project, the total area is 7,930 hectares and 3 development zones are identified: Zone I has a total land area of ​​2,860.60 hectares, including the entire Do Luong town (existing), the communes: Da Son, Luu Son, Lac Son and part of the communes: Trang Son, Dong Son, Yen Son, Van Son, Thinh Son, Hoa Son; Zone II has a total land area of ​​2,932.60 hectares, including the entire Boi Son commune, most of the area of ​​Trang Son commune and part of the area of ​​the communes: Dong Son, Yen Son, Van Son; Zone III has a land area of ​​2,136.80 hectares, including the communes: Nam Son, Bac Son, Dang Son.

Along with that, the district plans to build the region for the period 2021 - 2030, with a vision to 2050: The project has been approved by the Provincial People's Committee in Decision No. 168/QD-UBND dated January 18, 2023. On the basis of the approved district construction plan, the District People's Committee has directed the preparation and approval of 4 general construction planning projects for the communes: Trung Son, Xuan Son, Thinh Son and Thuong Son and is directing the remaining communes to implement and complete according to plan. At the same time, carry out the general planning for the construction of functional areas...

The quality of education has always maintained its top position in the province in terms of general quality and key quality. The rate of excellent students continues to increase at all levels and is at the top in the province. The entrance scores of public high schools are at the top of the province; the high school graduation rate in the 2024-2025 school year reached 99.96%; the participation in the provincial excellent student competition for grade 12 in the 2024-2025 school year achieved high results, with 161/202 students recognized... The district has 5 high schools, of which 4 are public high schools and by the end of 2024, 4/4 public high schools have met national standards, reaching 100%.

One of the outstanding achievements of Do Luong in the new rural program is that the socio-economic infrastructure has been paid attention to, invested in and upgraded, better meeting the development needs. By the end of 2022, there will be 7 national highways and 5 provincial roads with a length of 180 km passing through the district; over 1,050 km of asphalt and concrete roads have been invested in; 100% of communes have convenient car roads to the commune center; the intra-field traffic and irrigation systems have been invested in and upgraded; 2,054 classrooms and functional rooms at all levels have been newly built and repaired; 15 new medical stations have been built; 2 clean water plants have been invested in and upgraded, raising the rate of households using tap water to 28.1%.

Agricultural production has shifted towards commodity production, applying science and technology associated with building a production value chain. The district has completed the conversion of land, combined with upgrading the internal irrigation system; actively introduced a number of new crop varieties with high productivity, quality, and economic value such as rice, vegetables, melons, shallots, and seedless lemons into production, forming concentrated production areas; built many production models in greenhouses in communes applying drip irrigation technology, and had agricultural products recognized as meeting VietGAP standards.

The work of promoting investment attraction, linking with enterprises in production and consumption of products for farmers has achieved high results. Enterprises have joined in production linkage; transforming small-scale livestock farming in residential areas to concentrated industrial, semi-industrial, farm and family farming.

The political system is increasingly strong, security and national defense are consolidated and maintained. The health and education sectors have comprehensive development and traditional cultural values ​​are preserved and promoted...

Investment attraction continues to be focused on and directed in various fields, contributing to promoting labor restructuring and local economic development: The number and scale of investment projects are increasing, contributing to creating jobs for thousands of workers.

Implementing mechanisms and deploying resource mobilization in new rural construction effectively. Total budget implemented in the period of 2011-2022: 5,513,490 million VND. Of which: State budget: 2,033,405 million VND, accounting for 36.88%; Credit loan capital: 1,973,876 million VND, accounting for 35.8%; Enterprise support capital: 252,374 million VND, accounting for 4.57%. People's contributed capital: 1,253,836 million VND, accounting for 22.74%. Up to now, Do Luong district has no outstanding debt for basic construction in the National Target Program on new rural construction.

To improve the quality of new rural criteria, in the coming time, Do Luong district will focus on the following solutions: Strengthening propaganda work and focusing on economic development, improving the material and spiritual life of rural people. Continuing to invest in developing education, training, and health care, while promoting the socialization of cultural and social activities and ensuring security and order.

Continue to build and consolidate a clean and strong political system and build new rural areas associated with urbanization, building civilized and modern rural areas. Strengthen the protection of natural resources and the environment, improve the ability to adapt to climate change, prevent and combat natural disasters. Continue to consolidate and perfect the apparatus, organization to advise and assist the Steering Committee and implement the New Rural Development Program from the district to the grassroots level. Strengthen the leadership of the Party, improve the effectiveness of State management and promote the role of political and social organizations from the district to the commune and hamlet levels.

On May 19, 2024, the Provincial Party Standing Committee issued Resolution No. 15-NQ/TU on "Building and developing Do Luong district to 2030, with a vision to 2045", which is an important driving force for the district to effectively implement the new rural construction program. Implement mechanisms and policies to mobilize resources, integrate capital sources of national target programs and targeted support projects.

Mobilize capital from enterprises to invest in agriculture and rural areas; capital from individuals at home and abroad, contributions from children working far from home. Continue to mobilize socialization to implement the program on the basis of suitability with the people's capacity; arouse and promote the people's self-awareness and voluntariness, and make it public to create trust for organizations and individuals to support and supervise the implementation. Develop a plan to maintain and improve the quality of new rural criteria, build advanced new rural areas, and model new rural areas.

Being recognized as a new rural district is an important driving force to realize the goal of building Do Luong district into a town before 2030; a comprehensively developed, civilized, modern urban area, imbued with the cultural identity of Nghe An.
