Do Luong is unlikely to achieve the target of a new rural district.
(Baonghean) - One of the important goals set forth in the Resolution of the 20th Do Luong District Party Congress is that by 2020 the district will complete the set target of new rural construction. However, there are still many difficulties and challenges to overcome...
FLEXIBLE IN IMPLEMENTATION
Do Luong is a fairly large district with 32 communes, with difficult socio-economic conditions. However, through focused propaganda, the Party Committee and government from the district to the grassroots level have shown their determination to focus on building new rural areas with many solutions.
The district has established working groups to review and direct the grassroots, assigning responsibilities to each comrade in the Standing Committee of the District Party Committee in charge of the region, each comrade in the Executive Committee of the District Party Committee in charge of the point in the task of building new rural areas; strengthening the direct leadership role of the Standing Committee of the District Party Committee through unannounced trips to the grassroots, including increasing district cadres to take on key positions in grassroots areas with weak movements or difficulties, obstacles...; every quarter and every year, the Standing Committee of the District Party Committee organizes to listen to assessments, urge and direct.
At each facility, the responsibility and determination in building new rural areas are also clearly defined, first of all the responsibility of the leaders of Party committees and authorities, and at the same time, the entire political system is mobilized to participate in each part of the work to contribute to each specific criterion.

For example, in Trung Son commune, a commune classified as difficult, after the rotation of the Chairwoman of the District Women's Union to become the Secretary of the Party Committee, the enthusiasm and responsibility of the rotated cadres has truly unleashed the strength of the cadres and people.
Every Saturday, all cadres, civil servants and workers of Trung Son commune go to the hamlets to propagate, mobilize, advise and guide each household on how to arrange and build model gardens, arrange household items, guide environmental treatment in livestock farming, wastewater and even participate in labor with the people to clear and arrange village roads, alleys, cultural houses, make flower beds, flower paths... On the side of the Fatherland Front, the commune's unions all register for a part of the work or a project and sponsor 2 hamlets in building new rural areas...
"To implement the construction of new rural areas, in addition to the general resolution on new rural construction, Lam Son Commune Party Committee also issued a thematic resolution to implement difficult criteria, such as: transportation, cultural facilities, environmental criteria... on the basis of integrating project programs and mobilizing children living far from home to contribute billions of dong."

For Lam Son, a mountainous commune, the area is large with more than 1.9 km2, the economic conditions of the locality and the people are difficult, while the demand for resources to build new rural areas is very large, especially the traffic system with more than 58 km; degraded cultural facilities require renovation at both the commune level and 14 hamlets; the school system is similar...
At the time of entering the new rural construction, among the 19 criteria, Hien Son commune did not meet any criteria. To achieve the goal of finishing by the end of 2020, the local direction is to prioritize focusing on implementing practical projects serving people's lives, such as working with the electricity industry to renovate the power grid system and add new power stations, ensuring grid safety and improving the quality of electricity for daily life; investing in completing the school system, medical stations; ensuring adequate sports facilities from the commune to the hamlets.

"When people have faith in the Party Committee and government, building new rural areas becomes much easier and Hien Son reached the new rural finish line at the end of 2018, 2 years ahead of schedule."
CARING ABOUT SUSTAINABILITY
By the end of 2018, Do Luong had 17/32 communes reaching the new rural area target. Thus, there are 7 communes striving to reach the target within 2 years (2019, 2020) to complete the term's goal, that is, 24 communes reaching the standard (75%), equivalent to the district being recognized for completing the task of building new rural areas according to Decision No. 372/QD-TTg dated March 14, 2014 of the Prime Minister.
However, later, in Decision No. 558/QD-TTg dated April 5, 2016 of the Prime Minister, the conditions for recognition of a district as having completed the task of building a new rural area must be ensured that 100% of communes in the area meet the standards and there are 9 additional district-level criteria that must be completed, so Do Luong is facing difficulties in achieving the goal of reaching the new rural area by 2020.

In addition, the implementation of building and organizing economic models, creating livelihoods and high and stable income for people has not been much. Although this is one of the core criteria, because the ultimate goal of building new rural areas is to increase income, improve people's lives, and ensure sustainable new rural construction. Even the leaders of localities that have reached the new rural destination such as Hien Son and Lam Son also admitted that there are not many highly effective economic models.

Comrade Ngoc Kim Nam - Secretary of Do Luong District Party Committee said that in July, the Standing Committee of the District Party Committee held a meeting to evaluate the results of the implementation of the National Target Program on New Rural Construction from 2010 to 2018. Accordingly, in 2 years (2019, 2020), the district strives to have at least 8 more communes reaching the new rural finish line, so that by the end of 2020, the district will have at least 25/32 communes reaching the new rural finish line.

For communes that have reached the finish line, we will focus on leading and directing the improvement of the quality of the achieved criteria; in which priority will be given to shifting the structure of crops and livestock; applying scientific and technical advances in plant and animal varieties, advanced farming techniques in agricultural production, and promoting joint ventures in the production and consumption of agricultural products.
Do Luong also continues to link agriculture with rapid development of industry, services, and trade; link rural development with urban development according to planning...
To realize the above determination, the Standing Committee of the District Party Committee uses the results of implementing the new rural criteria as criteria for evaluating and classifying the level of task completion of Party committees, authorities, grassroots organizations and unions annually; and has a form of handling for Party committees and authorities in places that are not proactive in directing and operating the new rural construction.
