Do Luong (Nghe An) lacks land for construction site clearance
(Baonghean) - Finding land sources for leveling the ground for infrastructure construction projects in Do Luong is facing many difficulties due to the lack of licensed quarries, leading to many key projects in the district having to stop construction.
Implementing the Resolution of the 20th District Party Congress, Do Luong has been attracting investment and promoting the implementation of key projects such as: Minh Anh - Do Luong Garment Factory, Hoa Son Water Plant, Do Luong Traditional Market and Trade Center, Motor Vehicle Inspection Station, Lam River Road, Qua Son Temple Project... and other civil works and infrastructure. When these projects are completed, they will contribute to socio-economic development, create jobs for workers, and increase the budget for Do Luong district in particular and Nghe An province in general.
According to estimates, the area needs about 2 to 3 million m2 annually.3Soil and rock for filling and construction projects in the district; the need for filling land for projects is very urgent. Quarrying will solve the difficulty of the shortage of filling land, contributing to speeding up the progress of projects, sustainable development, minimizing illegal mining, the risk of landslides, environmental pollution and loss of taxes and fees... However, in Do Luong district, the competent authority has not yet granted a license to exploit soil mines.

In recent times, the locality has always attached importance to and promoted the improvement of the effectiveness and efficiency of State management in the field of natural resources and environment. However, in the process of implementation, the district is facing many difficulties and problems related to the management of land exploitation activities to serve projects in the area.
Currently, many projects in the area are under construction, some projects have to be temporarily suspended, many projects have been completed but have not been implemented due to lack of land for leveling. For example, the project to build technical infrastructure in the old brick factory area of Dong Son commune was implemented in June 2019 but stopped in November 2009 due to lack of land for leveling. The 7 km long Trang - Minh road from Trang Son commune to Minh Son was started in 2017, according to the plan to be completed in 2018, but so far only over 65% of the volume has been completed because this road is still lacking thousands of meters.3landfill
Not to mention, currently many communes in Do Luong district have approved the winning bid results for infrastructure construction areas to divide residential land plots, but due to lack of land, construction has been temporarily suspended, such as: Technical infrastructure works in the planning area to divide land plots in Quan Leu area, Do Luong town; Ruong Bong area, Trot Ho, Luu Son commune... Therefore, many land plots have not been auctioned for land use rights to collect the budget, ensuring the target assigned by the superiors in 2020 in Do Luong district (target of 140 billion VND).![]() |

In Do Luong district, sand and stone mines have been granted, but there are no soil mines; currently, the district is proposing to the competent authority to auction the locations that have been planned for construction material production land for land mining licenses in Hong Son and Nam Son communes, but due to the procedures, the mines have not been granted. In addition, some businesses are not interested in participating in the auction to be licensed for soil mining because of low profits.

Taking advantage of that surplus land not only ensures revenue from resource tax and environmental protection fees, but also ensures a reduction in the cost of transporting land for filling because the transport distance will be shorter, contributing to reducing the State budget that must be spent on investing in construction projects using State budget capital... In the long term, Do Luong district is continuing to call on individuals and businesses inside and outside the area to invest in applying for a land mine license to exploit in accordance with current regulations of law.
