To meet the requirements of digital transformation, along with focusing on raising awareness about digital transformation among officials, civil servants, and employees, Do Luong district is concentrating on investing in the comprehensive completion of digital infrastructure.
In the district, telecommunications companies have actively promoted the expansion of 3G/4G mobile internet coverage and fixed-line broadband internet. Currently, network operators (VNPT, Viettel, Mobifone, and Vietnamobile) have installed over 130 BTS stations, and 190 out of 190 hamlets and villages have 3G/4G and fiber optic internet coverage.
Thanks to the development of digital infrastructure, all 33 communes and towns have invested in upgrading or establishing new local radio broadcasting systems using information and telecommunications technology, contributing to improving the effectiveness of propaganda work.
Trang Son commune is one of the localities that has successfully implemented digital transformation. In the commune, telecommunications companies have installed two BTS stations, so all seven hamlets now have 3G/4G mobile internet and internet coverage. The commune has invested in upgrading and establishing a new public information system using IT and telecommunications, contributing to improving the effectiveness of digital transformation communication. Commune officials and civil servants are equipped with computers, scanners, and high-speed internet access, and the commune People's Committee is connected to a dedicated data transmission network.
Thanks to this, the online conferencing system of Trang Son commune is operating effectively; the information system is being used efficiently to serve the digital transformation process… In particular, with the support of relevant levels and sectors, the People's Committee of the commune has completed the review and construction of a database under the state management scope of the People's Committee of Trang Son commune…
With the timely attention and support of Do Luong district, the People's Committees of communes and towns have proactively developed local digital transformation plans. 100% of communes and towns have established Digital Transformation Steering Committees, and all 190 hamlets and blocks have established Community Digital Technology Teams.

Currently, the district's online conferencing system is operating stably and efficiently, meeting the requirements for organizing online conferences, training sessions, and meetings between the district and grassroots levels. It also connects and participates in online meetings from the central government to the grassroots level. The district has implemented the outsourcing of information systems to support digital transformation, such as: an online interactive feedback system between citizens and the government. The cornerstone of digital transformation
In the process of implementing digital transformation, Do Luong district prioritizes focusing on three pillars of digital transformation: digital government, digital economy, and digital society.
As Do Luong district aims to become a town, the effective development of e-government and digital government is essential. In light of this, the district continues to promote the application of document management and operational systems, email systems, the district's electronic portal, the district's website, and the electronic portals of communes and towns, ensuring information security when exchanging documents online. Currently, the VNPT - IOffice document management and operational system is available at [website address].https://ubnddoluong.vnptioffice.vnThe system has been implemented in 63 units; according to data from December 10, 2023 to July 30, 2024, there were 858 accounts in use, with the rate of regular users of the District People's Committee's system reaching 98.45%; the rate of incoming documents approved by leaders on the system reached 100%; and the rate of outgoing documents digitally signed on the software reached 97.32%.

One of the most noticeable effects of digital government is the online meeting system. Recently, the district has effectively applied the online meeting system invested in by the province, and the district-commune meeting system uses the MegaV-Meeting software. From January 1st, 2024 to July 30th, 2024, 12 online meetings connecting from the central government to the grassroots level were organized and participated in.
Mr. Nguyen Dang Hong – Director of the Public Administrative Service Center of Do Luong District shared: “Since its operation began, the Public Administrative Service Center has ensured transparency, clarity, and adherence to deadlines, initially receiving high praise from citizens and businesses. The Center strives to achieve 100% of administrative procedure applications received through the province's Administrative Procedure Information System and the National Public Service Portal by the end of 2024. The rate of online application submission will reach 80% or higher. The rate of digitization of application components upon receipt and digitization of application results will reach 100%. Administrative procedures requiring financial obligations will be implemented with online payment. The rate of early and on-time resolution of administrative procedure applications will exceed 99%. The rate of transparency and public satisfaction will reach 100%.”
The goals of Do Luong district regarding the digital economy and digital society are: At least 50% of people aged 15 and above have transaction accounts at banks or other authorized organizations, using electronic payment services; 100% of agencies and public service units have implemented salary payments through bank accounts; 26 out of 35 OCOP products have been introduced and promoted on the e-commerce platforms 37nghean.com and postmart.vn.
Do Luong is a fairly dynamic area in terms of economic development; therefore, when implementing digital transformation, the business sector received active participation from 452 small and medium-sized enterprises. These businesses quickly applied digital technology to management, production processes, product development, etc.
Simultaneously, the digital transformation sector has brought about significant changes in cashless payments through the application of online payment platforms. Currently, businesses and shops are using bank transfer (QR code scanning) for payments such as tuition fees, electricity and water bills, and pension, social welfare, and other benefits through bank accounts.
With the people and businesses at the center, as the subjects, goals, and driving forces of digital transformation, in the coming time, Do Luong district will strengthen communication efforts, raise awareness and digital skills, and enhance interaction with the people and businesses.
