Implementing the Resolution of the 19th Nghe An Provincial Party Congress and the Resolution of the District Party CongressDo Luong21st session, with the goal of building Do Luong into a town, at the 5th Session, the 18th Provincial People's Council passed and issued Resolution No. 02/2022 stipulating specific mechanisms and policies to support the implementation of the Project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030".
Specifically, Do Luong district is entitled to 100% of land use fees collected from planned land areas (in Do Luong town and Yen Son, Van Son, Lac Son communes) with a residential land area of about 25.43 hectares to arrange investment in construction projects in the district.
Closely following the goals, tasks and roadmap identified in the project, the district has synchronously deployed solutions from widely disseminating to cadres, party members and people about the meaning and importance of the policy of building Do Luong district into a town, creating consensus and support for the Party Committee and government in site clearance.

Do Luong promotes socialization, mobilizes resources to implement the project's goals, promotes the spirit of self-reliance and self-improvement... to focus on overall and detailed planning of regions, sectors and fields as the basis for attracting and allocating resources, aiming to accelerate the pace of urbanization.
The district has focused on basic construction work, prioritizing capital allocation for key projects, transitional projects, projects serving people's lives, and public welfare projects. Calling for investment capital sources for urgent projects and difficult areas.
The district has organized meetings and working sessions to direct, urge and remind specialized departments and units to strengthen inspection and supervision of construction quality, focusing on directing the resolution of problems in site clearance to speed up construction progress and disbursement of projects. The total social investment capital reached 5,321 billion VND, an increase of 13.09% over the same period.

The district has prepared documents, appraised and approved compensation plans and supported site clearance for projects in accordance with regulations for 1,116 affected households, with a total land acquisition area of 75 hectares and a total compensation and support amount of VND93,348 billion.
Do Luong continues to complete the Construction Planning Project of Do Luong district, Nghe An province for the period 2021-2030, with a vision to 2050; The General Urban Construction Planning Project of Do Luong (area 7,930 ha, including: existing Do Luong town, the entire area of 11 communes: Boi Son, Trang Son, Dang Son, Dong Son, Nam Son, Bac Son, Yen Son, Van Son, Da Son, Lac Son, Luu Son and part of the area of Thinh Son and Hoa Son communes); Continue to complete the detailed construction planning at a scale of 1/500 of the new urban center of Do Luong, Do Luong district with a planning area of 270 ha.
Along with that, the district established the Program.Do Luong urban developmentBy 2030, the project to recognize Do Luong urban area as meeting the criteria of a type IV urban area and becoming a town developing in the direction of trade and services will be established.

Speed up construction progress of key projects
The representative of the People's Committee of Do Luong district said: Currently, the district is striving for two parallel goals: Achieving the criteria of a type IV urban area and a new rural district to lay the foundation for the district.Do Luong becomes a town before 2030The district is making efforts to mobilize the entire political system to gradually complete the above goals.

The district also organized auctions of some land lots to raise revenue to pay compensation and support site clearance for key projects.
Currently, many infrastructure projects have been completed and put into use, specifically including: Dong Quan infrastructure area of Boi Son commune, Dong Doi infrastructure area of Thuong Son commune, infrastructure area of the old brick factory area of Dong Son commune, infrastructure area of Quan Leu, Hoi Cau Ro, Do Luong town. The above projects have an area of 15-30 hectares, with synchronous infrastructure investment with road, electricity, drainage and welfare works systems. Creating highlights, especially connecting the infrastructure areas of Do Luong district, creating an urban landscape, exploiting the potential for developing the commercial service sector.

In the coming time, Do Luong will continue to focus on exploiting the potential and advantages of the district, focusing on attracting investment to create more resources to accelerate the urbanization rate; Focus on building Do Luong town to ensure the criteria of a Type IV urban area, Do Luong town and play the role of a commercial and service urban area of the Southwest region; Promote economic restructuring, gradually consolidate and strengthen socio-economic infrastructure, strive to bring the district to the solid new rural destination soon.
