Smart City - a new step forward for Vinh city
(Baonghean.vn) - Based on the Government's orientation on the smart urban model in Vietnam and the actual survey to learn from other cities' experiences, Vinh City has taken the first steps, laying the foundation for turning Vinh City into a smart city in the future.

First of all, it must be affirmed that the modelsmart cityis not a new concept but has been formed for a long time in developed cities such as Europe or Latin America. There, smart city has a quite broad concept, synonymous with modern technology, integrating many utilities and services used by smart technology; people live in a secure, safe, friendly, green, clean, beautiful environment...

Accordingly, Vinh city chose the first task of building the IOC Smart Urban Operations Center, on the basis of simultaneously deploying smart urban monitoring services, including 9 subsystems: smart operations center platform; security monitoring and operations system; traffic monitoring and operations system; field reflection system; press and media information monitoring system; information security monitoring and security system; data analysis and socio-economic information reporting system; integrated education sector data system; integrated health sector data system.

These reflections are recorded by the Operation Center and through the handling regulations will be assigned to relevant authorities and localities for handling and responding immediately on this information portal. In particular, urban monitoring services through camera sensors contribute to positively impacting changes in social behavior in the area. Here, the collected data and images will be transferred to the Central Operation Center for analysis, evaluation, combined with verification and inspection to issue warnings to support competent authorities in handling.

Mr. Nguyen Huu Trung - Head of the Department of Culture and Information of Vinh City said: Compared to other cities, the process of building a smart city in Vinh City is quite comprehensive and long-term with 9 subsystems. In which, the city determines that to have a smart city, first of all, there must be smart citizens, the core of which is to build a political system from the city to the grassroots, in which, the team of cadres and civil servants must be pioneers, dynamic, innovative, creative, effective in performing public duties; must create resonance, positive interaction, interconnection in operation and implementation between the government and the people as well as the business community.
To select the above 9 subsystem models, along with establishing the Steering Committee for the implementation of smart cities and e-government, the city has assigned officials to cities such as Mong Cai, Ha Long (Quang Ninh), Da Lat (Lam Dong) and Hue City. Hue has deployed the construction of smart cities; at the same time, organized training for 150 key officials of departments, offices, wards and communes. Within 2 months, the Steering Committee and departments and offices have focused on completing the tasks and components set out.
Currently, Vinh IOC Operation Center is built on an area of 100m2, equipped with the most modern machinery and large data storage capacity, capable of analyzing data on an artificial intelligence platform that can analyze crowds and recognize faces. The facilities at the center include 12 55-inch screens, screen control equipment, 6 specialized computers operating about 300 security cameras, traffic cameras and long-range cameras, integrating 9 functional components as mentioned above.

What should Vinh City's smart city prioritize?
Mr. Ho Nhu Kien - Deputy Head of the Department of Culture and Information, in charge of operating the IOC, said: After nearly 1 week of opening and pilot operation, the center has granted 1,100 users (usage rights) to people. At the same time, the center also received 57 recommendations and reflections on urban issues of the city. Through classification and processing, the center has assigned 21 contents to departments, offices and localities for processing; the remaining 36 reflections lack information and need further assessment.
Currently, the staff is running the trial operation and all information sent back is processed according to the regulations issued by the City People's Committee. The Operation Center processes according to the priority level to direct the handling, any urgent matter will be processed and responded to immediately.
On May 19, based on the image of a rotten sycamore tree on Dinh Le Street (Hung Dung) sent to the IOC Operation Center, the city directed Vinh City Green Tree Joint Stock Company to inspect and on the morning of May 21, it was completed.

From the public deployment of 9 subsystems, it can be seen that Vinh City's ambition to build a smart city is quite broad.
However, that does not mean that the city will prioritize investment based on focus and key points. According to Mr. Nguyen Huu Trung - Head of the Department of Culture and Information, Vinh City People's Committee, who is the author of the Project: Vinh City, a smart city, is a long-term, strategic task. In the immediate future, based on the current infrastructure, the city will prioritize investment in monitoring systems for the fields of traffic, urban management, and environmental sanitation. Try to monitor and identify early traffic congestion or waste congestion, and environmental sanitation in a certain area, then the system will identify and detect as soon as possible to advise people and send them to the authorities for handling. Along with investing in the installation of additional surveillance cameras at intersections or streets, Vinh City hopes that sectors and units will share infrastructure platforms and exploit information data to manage, monitor, and reduce initial investment costs for the city.
