The working group of the Ministry of Science and Technology inspected the provision and settlement of administrative procedures and online public services in Nghe An.

On the side of Nghe An province, there were comrade Nguyen Quy Linh - Director of Department of Science and Technology; leaders of relevant departments and branches.

The inspection focused on three key contents: the implementation of administrative procedures, review and restructuring of administrative procedure implementation processes according to regulations; deployment of online public services; results of implementing goals and contents on online public services in directive and management documents.

Accordingly, identifying administrative procedure reform as a key and consistent task in administrative reform work, creating favorable conditions and attracting investment, is one of the breakthroughs to promote the administrative reform process, with the motto of increasing transparency of administrative procedures in all 3 aspects: Document components, processing time, fees and charges.

As of July 25, 2025, Nghe An province has announced and publicized 2,156 administrative procedures on the National Database on Administrative Procedures and established electronic processes and configured public services for 100% of these procedures on the Provincial Administrative Procedure Information System.

Accordingly, the number of administrative procedures providing full online public services is 498. The number of administrative procedures providing partial online public services is 1,648.

At the provincial level, the reception of records and resolution of administrative procedures of departments, branches and sectors are carried out at the Provincial Public Administration Service Center, receiving and resolving 1,755 administrative procedures for individuals and organizations.

At the commune level, 130 communes have arranged headquarters, facilities, equipment; arranged cadres and civil servants to work at the Commune-level Public Administration Center to receive records, process and return results of administrative procedures to organizations and individuals according to the one-stop mechanism, the inter-connected one-stop mechanism as prescribed. By the end of the second quarter of 2025, the rate of digitization of records and results of handling administrative procedures in the province recorded by the National Public Service Portal reached 88.43%.

The Provincial People's Committee has assigned the Department of Science and Technology to build and create a data warehouse at the addressdata.nghean.gov.vn, basically qualified to connect the province's information systems; at the same time, the Integrated and Sharing Platform System (LGSP) has been built.

Thanks to the synchronous implementation of solutions, the rate of online submission and settlement has clearly changed. As of August 6, 2025, in terms of online submission rate, Nghe An reached 72.35% (224,930/310,903 applications (252,648 returned)), ranking 20th out of 34 provinces and cities (up 5 places compared to July 22, 2025).

At the meeting, the inspection team clarified further the contents of the configuration of internal processes for handling administrative procedures on the system; optimizing interactive electronic forms (eForms); progress of document digitization; results of administrative procedure settlement being returned late or not reusable; official digital signatures; qualifications and skills of commune-level officials, civil servants and public employees; rate of online application submission...

The contents raised by the inspection team were directly discussed, explained and clarified by the leaders of the Provincial People's Committee Office and representatives of relevant departments and branches.

During the working process, the units also made recommendations and proposed solutions to remove difficulties and obstacles. Comrade Nguyen Thanh Phuc - Director of the National Digital Transformation Department, Ministry of Science and Technology acknowledged the opinions of Nghe An province; at the same time assigned the delegation members to answer and clarify related issues; as well as synthesize and advise competent authorities.

Immediately after the meeting, the delegation conducted a field inspection at the Provincial Public Administration Service Center. Here, the delegation directly observed the process of receiving and handling administrative procedures; the operation of the online public service software system; the guidance and support for people and businesses; as well as the situation of digitizing records and connecting and sharing data between systems.
