Central working delegation works with Nghe An province on the implementation of ethnic work
On the afternoon of October 31, the Central Working Group led by Comrade Trieu Tai Vinh - Deputy Head of the Central Mass Mobilization Commission, surveyed and summarized 5 years of implementing Conclusion No. 65-KL/TW of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the Party Central Committee (9th tenure) on ethnic work in the new situation in the province.
Attending the meeting were comrade Y Thong - Deputy Minister, Vice Chairman of the Government's Ethnic Committee, along with leaders of departments under the Central Committee for Mass Mobilization and the Ethnic Committee.
Receiving and working with the delegation were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee: Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Committee; Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches and sectors.

Synchronously deploy ethnic work
Nghe An is the province with the largest natural area in the country with 16,493.7 km2, of which, ethnic minority and mountainous areas have an area of 13,745 km2, accounting for 83% of the province's natural area. Ethnic minorities in Nghe An have more than 491,260 people, accounting for 14.76% of the province's population, with 5 ethnic minorities with a long history of living: Thai, Tho, Kho Mu, Mong, O Du; the province has 27 border communes.

ImplementationConclusion 65-KL/TWand the Party's guidelines, the State's policies and laws on ethnic affairs, Nghe An province has focused on synchronous implementation and maximum mobilization of investment resources to effectively integrate and implement ethnic policies in ethnic minority areas; policies on beliefs and religions in ethnic minority and mountainous areas have achieved important results.
Notably, the total budget to support development investment for ethnic minority and mountainous areas according to the medium-term public investment plan for the 2021-2025 period is VND 8,859 billion, of which the provincial budget is more than VND 3,000 billion, the rest is the central budget and other integrated sources.

Policies to support production development according to thenational target programThe 2021-2025 period has been focused on implementation; many models, typical production, and effective business cooperation. Up to now, ethnic minority and mountainous areas have 10 communes meeting advanced new rural standards; 1 commune meeting model new rural standards; 1 district-level unit has completed the task of building new rural areas (Thai Hoa town completed in 2015).
In the period of 2019 - 2023, the whole province created jobs for 89,913 ethnic minority and mountainous workers (11 mountainous districts) (accounting for 36.29% of the whole province).

The province has supported 11 districts in ethnic minority and mountainous areas to build and repair 7,212 houses (3,560 houses assembled, 2,775 newly built, 877 houses repaired) to ensure stable lives for people. Policies to support production development according to the National Target Programs for the period 2021-2025 have been implemented with attention by all levels and sectors.
Education and training work has had positive changes, the quality of human resources has been improved. Up to now, there are 9,159 ethnic minority cadres, civil servants and public employees in the province, out of a total of 83,894 cadres, civil servants and public employees currently working in agencies, units and localities (accounting for 13.3%).
In particular, the number of ethnic minority party members admitted has increased gradually over the years. In the past 5 years, 3,285 ethnic minority party members have been admitted, accounting for 17.1% of the total number of admitted party members (a total of 25,359 admitted party members).

There has been much progress in the cultural and social fields; the material and spiritual life of people in the highlands and ethnic minority areas has been improved; social security, poverty reduction, and job creation have achieved good results; the gap in development level and living standards of people in the Western Nghe An region compared to the average of the whole province has gradually narrowed; political security, social order and safety have been ensured, and national border sovereignty has been maintained.
The political system at all levels, especially at the grassroots level, is constantly being consolidated, improved and the quality of its operations gradually improved. People's trust in Party committees and authorities is enhanced.

At the working session, members of the survey delegation and representatives of departments, branches and sectors of Nghe An province contributed many ideas and suggested practical solutions for Nghe An province to continue to focus on leading, directing and effectively organizing the implementation of ethnic policies and mass mobilization work in ethnic minority areas.
Many solutions to promote economic development in ethnic minority areas
Speaking at the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee affirmed: The Standing Committee of Nghe An Provincial Party Committee has focused on leading, directing, and synchronously implementing many major policies and solutions to promote socio-economic development in ethnic minority and mountainous areas in the province.

After 5 years of implementing Conclusion 65-KL/TW, it has been affirmed that the viewpoints of our Party and State on ethnic affairs are completely correct, in line with the aspirations of ethnic minorities; People have more confidence in the leadership of the Party, management and administration of the State. Thereby, it has created a great consensus in society, contributing to promoting the economic, cultural and social development of the province, strengthening the great national unity bloc.

Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu thanked the working delegation for choosing Nghe An province to grasp the difficulties in ethnic work, and proposed many solutions to guide the work of mass mobilization in the ethnic minority areas of the province.
The Standing Deputy Secretary of the Provincial Party Committee also proposed that the Central Committee for Mass Mobilization continue to recommend the Government to support the province in building and implementing effective socio-economic development policies for ethnic minority areas in the next period, suitable to the new situation.

In his concluding remarks at the survey, Deputy Head of the Central Committee for Mass Mobilization Trieu Tai Vinh highly appreciated the results that Nghe An province has achieved in ethnic work and mass mobilization work in recent times. At the same time, he affirmed that in implementing Conclusion No. 65-KL/TW in Nghe An, there have been many good and effective ways of doing things, with many valuable experiences.
He requested that the Party Committees and authorities of Nghe An province continue to focus on leading, directing and effectively implementing the Party and State's guidelines and policies on ethnic affairs and mass mobilization work in ethnic minority and mountainous areas in order to further raise the awareness, spirit and responsibility of cadres, Party members and people in implementing ethnic policies in general and national target programs in particular; focus on socio-economic development through building effective and sustainable economic models to further increase people's income; take care of social security; ensure political security, border security, etc.

Regarding the recommendations and proposals of the province, the survey team synthesized and requested the Government and relevant agencies to consider and resolve them, in order to continue perfecting legal policies on ethnic affairs in the new situation.
