Long An province delegation learns and exchanges investment attraction experience with Nghe An

On the afternoon of March 17, a working delegation of Long An province led by comrade Pham Van Ranh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council had a working program in Nghe An to study and exchange experiences in attracting investment and implementing high-tech agricultural projects. Accompanying the delegation were comrade Tran Van Can - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Minh Lam - Vice Chairman of the Provincial People's Council; representatives of leaders of departments, branches, sectors, and enterprises of Long An province.

At the meeting, on behalf of the provincial leaders, Chairman of the Provincial People's Committee Nguyen Xuan Duong announced some socio-economic development results of the province in 2017; support policies and investment attraction of Nghe An.

Accordingly, in recent years, investment promotion and attraction activities have had many innovations, achieving positive results; many large enterprises and economic groups have invested in Nghe An such as: TH Group, VSIP Group, FLC, Vingroup, Hemaraj, ...

In 2017, Nghe An granted investment licenses to 176 projects, with a total registered capital of nearly 15,000 billion VND. The province has just successfully organized a meeting with investors in the Spring of Mau Tuat. At the conference, Investment Registration Certificates were granted to 9 projects and 16 memorandums of understanding and investment cooperation agreements were signed in Nghe An, with a total registered capital of 13,152 billion VND. The total area of ​​high-tech agricultural cultivation is 9,502 hectares, of which 6,768 hectares are invested by people; 2,734 hectares are invested by enterprises; the average production value is from 200-250 million VND/ha/year.

The agricultural sector has attracted many investment projects to develop production and product processing. Notably, some large projects include: The concentrated dairy farming and milk processing project of TH Dairy Food Joint Stock Company; The concentrated industrial-scale dairy farming project of Vinamilk; The rubber investment and development project, etc.

Chairman of the Provincial People's Committee Nguyen Xuan Duong also informed about the province's investment attraction orientations until 2020: Striving to attract about 400 projects/ with registered capital reaching from 100,000 - 120,000 billion VND. Of which, FDI capital is about 30,000 - 40,000 billion VND. Creating jobs for about 30,000 - 35,000 workers.

Affirming that attracting investment is a key task throughout promoting the province's socio-economic development, the head of Nghe An provincial government said: In recent times, the province has applied preferential policies and supported investors in the province according to the principle that investors enjoy the highest benefits and perform tasks at the lowest level within the legal framework.

“Along with that, the province has many innovations in investment promotion. In addition to organizing the annual investor meeting at the beginning of the new year, which the province has maintained for the past 10 years, the province has organized many delegations to directly promote investment in traditional markets such as Korea, Japan, Singapore, etc. and new markets such as Australia, Hong Kong, Taiwan, etc.; continuing to expand to investors from Europe” - Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized.

Speaking at the meeting, the leaders of Long An province also informed about the socio-economic development situation of the province. Accordingly, in 2017, Long An province had an economic growth rate of over 15%; economic structure: Industry - construction accounted for 45%, commercial services 32%, agriculture accounted for 33%.

Of which, the industrial production value is 230 trillion VND. Currently, Long An has 28 industrial parks, 32 industrial clusters with an area of ​​10 hectares. Long An currently has over 9,600 enterprises with a total registered capital of over 233 trillion VND, including over 900 FDI enterprises with an investment capital of over 5.6 billion USD.

Long An province has identified the development of high-tech agriculture as one of the breakthroughs in the province’s socio-economic development. However, up to now, Long An has not attracted many large enterprises to invest in this field, especially in agricultural processing.

Long An province leaders expressed their desire to exchange and learn from Nghe An province's experience in investment attraction policies, site clearance, establishment of economic zone management boards, and application of high technology in agricultural development.

On behalf of the leaders of Nghe An province, Secretary of the Provincial Party Committee Nguyen Dac Vinh affirmed that the investment of enterprises will help improve and stabilize the output value of agricultural products, increasing income for people.

Regarding industry, the province has 3 industrial parks, namely VSIP Industrial Park with well-invested infrastructure, is promoting the attraction of secondary investors and Hoang Mai Industrial Park attracting Japanese enterprises with good prospects; Hemaraj Industrial Park has just started construction.

VSIP Nghe An is oriented to develop into a complex that harmoniously combines working space with living environment.

Provincial Party Secretary Nguyen Dac Vinh emphasized that Nghe An is aware that in order to have a "quality" change, there must be the "hand" of large enterprises, bringing science and technology, management methods, and product output to create a breakthrough in socio-economic development. Therefore, the province is taking advantage of resources, through "channels" to attract businesses to learn about investment in the area.

Provincial Party Secretary Nguyen Dac Vinh hopes that after this working trip, the two provinces will regularly connect to exchange and learn from each other's experiences from provincial leaders as well as between departments and branches cooperating in various fields, contributing to accelerating the common development of the two provinces.
