On the morning of March 17, the Provincial National Assembly Delegation had a working session in Yen Thanh district under the program of supervising the implementation of policies and laws on practicing thrift and combating waste in the period of 2016 - 2021 in Nghe An province. At the meeting, through the report of Yen Thanh District People's Committee, it was shown that in the period of 2016-2021, the Party's guidelines and policies and the State's laws on practicesave, anti-waste is thoroughly understood and implemented by localities.

Results in management, operation and use of budget,asset, means and equipment are implemented in accordance with regulations, standards and norms. Agencies and units have proactively cut down unnecessary activities; increased the application of information technology in document processing and public service management; proactively allocated and used finance, labor and assets more reasonably and appropriately to work requirements, thereby the budget is used economically and effectively.

In the 3 years 2019 - 2021, through examining the resolution on allocating the budget revenue and expenditure estimates, 39 communes, towns and districts have reduced and contributed to saving budget expenditures of more than 30 billion VND.

In the field of public investment, the district has implemented many measures to speed up construction progress, properly implemented investment procedures; allocated investment capital for the right purposes, prioritized debt repayment for completed projects, transitional projects, and projects serving the district's socio-economic goals.

Strengthen measures to prevent revenue loss and recover tax arrears; in the period 2016-2021, nearly 36 billion VND in tax arrears were collected.

By saving 10% of regular expenses, 40% of tuition fees to use as a source for salary reform according to regulations, and 1% of regular expenses as a source for emulation and rewards according to regulations, in the period 2016-2021, the whole district has saved more than 77 billion VND.

The district has completed the assignment of autonomy to 129 administrative units and public service units, contributing to streamlining staff and reducing the burden of regular expenditures on the budget.

The district also focuses on implementing thrift and combating waste in the activities of preparing and appraising the 5-year medium-term financial plan, 2016-2020 and 2021-2025 (provincial level); preparing, appraising, approving, assigning, and implementing the 5-year medium-term public investment plan, 2016-2020 and 2021-2025; preparing, appraising, and implementing projects using public investment capital.

During the 2016-2021 period, through the establishment, appraisal and approval of 1,501 projects, an average of more than 16.3 billion VND/year was saved. Through annual bidding, an average of 420 million VND/year was saved. Through examination and approval of final settlement of 769 projects, nearly 34 billion VND was saved, the reduction rate accounted for 2.53% compared to the number of investors requesting final settlement approval.

The district also pays attention to practicing thrift and fighting waste in managing and using state budget capital for national target programs, target programs and a number of specific tasks and fields.

Continue to pay attention to saving and fighting waste

Based on the report of the District People's Committee, the members of the monitoring delegation raised a number of concerns. That is, in the period of 2016 - 2021, the district implemented thousands of investment projects, key investment issues, ensuring development.

In addition, clarify projects that are behind schedule or prolonged; constructions and projects that have land acquisition but slow investment; whether or not there is a situation of investors "hugging" land.

How are savings used in budget management, regular expenditures and investment expenditures? What is the effectiveness after restructuring the apparatus and streamlining the payroll?

The issue was also of interest to the provincial National Assembly delegation. Yen Thanh district is a key district in agriculture, saving and fighting waste in this field; how to implement digital transformation in agriculture, avoiding "good harvest, low price, good price, bad harvest"? The effectiveness after restructuring the apparatus and streamlining the payroll.

The development of a program to practice thrift and combat waste requires attaching specific functions and tasks to each unit and assigning tasks to responsible officers; determining the focus, key points, and quantifying the work that needs to be done, avoiding generalities. For example, how many percent should meetings be cut; how many percent should construction start-ups and groundbreakings be cut, on that basis, to evaluate closely to reality.

Strengthening and organizing the budget execution, effectively managing the budget and public assets; focusing on managing and using sources mobilized from the people's contributions.

The Deputy Head of the Provincial National Assembly Delegation also hopes that the district will continue to strengthen propaganda, raise awareness, consciousness and responsibility among cadres, civil servants, workers, agencies and units in practicing thrift and fighting waste and corruption.

Focus on managing investment in projects and works with focus and key points, avoiding spreading out. Pay attention to managing facilities and land of organizations after merger, avoiding waste and desertion.
