Nghe An National Assembly Delegation gives comments on draft Law on Civil Defense
(Baonghean.vn) - On the morning of March 29, the National Assembly delegation of Nghe An province coordinated with the Provincial Military Command to organize a conference to collect comments on the draft Law on Civil Defense.

The conference was also attended by National Assembly deputies working in the locality; representatives of the Standing Committee of the People's Council, the Vietnam Fatherland Front Committee of the province; representatives of leaders of relevant departments, branches and units.
The Draft Law on Civil Defense is designed to create the most general legal framework fordisaster prevention, response, and recovery, incidents, to protect people's lives, health and property; enhance the legal effectiveness of the legal system on civil defense. At the same time, create conditions for proactive prevention and effective response to disasters, natural disasters and epidemics; ensure security and safety when situations occur.

At the conference, many delegates proposed clarifying the concepts of “civil defense”, “incident”, “disaster” (clauses 2, 3, 4 in Article 2) to determine when civil defense can be activated; helping authorities have more basis and regulations to activate civil defense when needed.
In addition, delegates shared the same opinion on more specific regulations on the Civil Defense Fund in Articles 41 and 42. The concept of civil defense is very broad, including prevention, response, and overcoming the consequences of war, so the use of the fund for which activities needs to be more clearly stated; avoiding overlap from ministries, branches, from the central to local levels, ensuring publicity and transparency with this content.

Speaking at the Conference, Comrade Thai Thi An Chung - Member of the Party Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the opinions that the delegates contributed to the draft Law, and agreed to synthesize the opinions of representatives of departments and branches to complete the Law project with high quality.
