The Nghe An National Assembly Delegation contributed comments on the draft Law on Civil Defense.
(Baonghean.vn) - On the morning of March 29, the delegation of National Assembly representatives from Nghe An province, in coordination with the Provincial Military Command, organized a conference to gather feedback on the draft Law on Civil Defense.

The conference was also attended by National Assembly delegates working in the locality; representatives of the Standing Committee of the Provincial People's Council and the Provincial Committee of the Vietnam Fatherland Front; and representatives of the leaders of relevant departments, agencies, and units.
The draft Civil Defense Law is being developed to create the most general legal framework for the implementation of the law.disaster prevention, response, and recovery.This includes measures to protect the lives, health, and property of the people; to enhance the legal effectiveness of the civil defense legal system; and to create conditions for proactive and effective prevention and response to disasters, natural calamities, and epidemics; ensuring security and safety when such situations occur.

At the conference, many delegates offered opinions clarifying the concepts of "civil defense," "incident," and "disaster" (clauses 2, 3, and 4 of Article 2), thereby determining when civil defense can be activated; providing functional forces with more basis and regulations to activate civil defense when necessary.
In addition, delegates shared the opinion that the Civil Defense Fund should be more specifically regulated in Articles 41 and 42. The concept of civil defense is very broad, encompassing prevention, response, and remediation of war consequences, so the specific activities for which the fund will be used need to be more clearly defined; avoiding overlap among ministries and agencies, from the central to local levels, and ensuring transparency in this matter.

Speaking at the Conference, Comrade Thai Thi An Chung - Member of the Party Committee, Deputy Head of the Standing Delegation of the National Assembly of the province - highly appreciated the opinions contributed by the delegates to the draft Law, and agreed to synthesize the opinions of representatives from departments and agencies to finalize the draft Law to achieve high quality.
