Nghe An National Assembly Delegation Discusses GDP Growth Target of 8% or More in 2025

On the afternoon of February 14, continuing the program of the 9th Extraordinary Session, the National Assembly discussed in groups.

The National Assembly delegation of Nghe An province discussed in Group 3 with the National Assembly delegations of Bac Giang and Dak Nong provinces.

Attending the discussion session were comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, National Assembly Delegate of Nghe An.

Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the National Assembly Delegation of Nghe An province chaired and directed the discussion.

At the working session, Mr. Pham Phu Binh - Standing Member of the National Assembly's Foreign Affairs Committee, delegate of Nghe An delegation, contributed many contents on the supplementary project on socio-economic development in 2025 with the growth target of 8% or more.

In particular, the delegate from Nghe An requested the Government to clarify solutions to ensure both rapid and sustainable growth, maintain macroeconomic stability, control inflation, ensure major balances of the economy, and harmoniously develop the economy, society and protect the environment as per the Party's policy.

Delegate Pham Phu Binh also stated that in order to achieve the growth target of 8% or more, the Government's report is focusing on solutions in the fields of industry, technology, business, production, innovation, and tourism, but has not mentioned agriculture, while this is our country's strength. Therefore, the delegate suggested that the Government pay attention to reviewing and supplementing development solutions for the agricultural sector.

At the same time, delegate Pham Phu Binh also shared some views related to the target of a trade surplus of 30 billion USD this year in the context of the international "trade war".

In addition, Mr. Pham Phu Binh also suggested that there is no need to propose that the National Assembly allow "in necessary cases, allowing adjustment of public debt, government debt, and foreign debt to reach or exceed the warning threshold of about 5% of GDP", because if this policy is applied, it will still be within the allowable threshold of Resolution No. 23/2021/QH15 of the National Assembly on the National Financial Plan and borrowing and repayment of public debt for the 5-year period 2021 - 2025.

Regarding the above Project, Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, delegate of Nghe An delegation, suggested that the Government grasp and closely follow the world and regional situation to proactively respond, especially the policies of major countries on tariffs.

He also suggested that the Government assess more clearly and thoroughly the advantages and shortcomings in economic development in 2024 to find solutions; at the same time, promote consumer stimulus, maintain and expand the market; and pay attention to social security work, especially with about 100,000 workers leaving the public sector due to restructuring and streamlining the apparatus.

At the working session, delegates from Nghe An delegation also expressed their opinions on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project.

In particular, delegate Nguyen Van Chi - Vice Chairman of the National Assembly's Finance and Budget Committee mentioned a number of contents on specific mechanisms and policies, especially applicable to projects related to supplementing annual investment estimates and plans; developing science and technology and training and developing human resources.

Delegates at Group 3 also discussed the content of the draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
