Nghe An National Assembly delegation discussed in groups about 2 draft laws

The National Assembly delegation of Nghe An province, term XV, consists of 13 delegates, of which 6 delegates working at central agencies attended the meeting at the National Assembly House, 7 delegates residing and working in Nghe An attended the online meeting from the bridge point of the National Assembly Delegation headquarters, People's Council, and People's Committee of Nghe An province.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the group discussion session.

At the group discussion session, 6 delegates gave 8 comments on the content of the above 2 draft laws. Regarding the draft Law amending and supplementing a number of articles of the Criminal Procedure Code, delegate Thai Thi An Chung - Deputy Head of the Provincial Delegation of National Assembly Deputies basically agreed with the Proposal of the Supreme People's Procuracy and the examination report of the National Assembly's Judicial Committee.

The female delegate of Nghe An Delegation also agreed on the content allowing competent authorities to initiate criminal proceedings on acts of infringement of industrial property rights regarding trademarks and geographical indications without the need for a request for prosecution from the victim.

Regarding the proposal to add additional grounds due to natural disasters and epidemics to temporarily suspend the handling of crime reports and recommendations for prosecution, temporary suspension of investigation, and suspension of cases, the Deputy Head of the National Assembly Delegation of Nghe An agreed to add the reason of natural disasters.

However, regarding the reason for the temporary suspension due to the epidemic, the delegate suggested that it should be considered. Because after analyzing a number of bases, especially now that the strategy for preventing and fighting the Covid-19 epidemic has shifted to "safe, flexible adaptation, and effective control of the Covid-19 epidemic", the delegate said that the agencies conducting the proceedings need to have solutions to avoid affecting the progress of resolving cases.

Delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province expressed her high agreement with the Proposal of the Supreme People's Procuracy and the examination of the National Assembly's Judicial Committee on the draft Law amending and supplementing a number of articles of the Criminal Procedure Code.

In addition, giving comments on some contents, including the content related to the preservation of evidence, delegates suggested considering the direction that when the evidence is money, only if counterfeit money is suspected must it be appraised to save time and appraisal costs, instead of requiring that the evidence is money that must be preserved intact and must be appraised immediately after collecting evidence.

Regarding the draft Law amending and supplementing a number of articles of the Law on Statistics, delegate Thai Van Thanh - Director of the Department of Education and Training of Nghe An province commented: National statistical indicators are very important for building a national database for sectors to ensure connectivity and synchronization from the central to local levels; this is also the basis for forecasting to build a national strategy based on accurate, objective, honest statistics, reflecting reality and international integration.

Therefore, according to the delegate, in general, when building a list of national indicators, there must be a specific set of criteria. This set of criteria also needs to be built based on analysis and clarification of the basis for which indicators should be included and which should not be included.

However, delegate Thai Van Thanh acknowledged: There is still no consistency between the previous statistical indicators and the revised statistical indicators in the Draft Law on Amendments and Supplements to a Number of Articles of the Law on Statistics. In particular, in the field of education and training, there are only indicators on teachers and students, while indicators on schools and education quality are not yet available.

Also at the discussion session, delegates contributed many other opinions on the articles and provisions of the two draft laws.

Concluding the group discussion session, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the National Assembly Delegation of Nghe An province highly appreciated the quality of the delegates' discussion opinions on the two draft laws and requested the delegation's secretary to fully synthesize and report to the National Assembly Office.

Before the group discussion session, in the working program on the afternoon of October 20, the National Assembly worked in the hall to listen to the report assessing the implementation of the State budget in 2021, the State budget estimate, the Central budget allocation plan in 2022 and the 3-year State financial and budget plan for 2022 - 2024; at the same time, listened to the verification report of the National Assembly's Finance and Budget Committee on this content.

The National Assembly also heard the presentation of the Draft Law on amending and supplementing a number of articles of the Criminal Procedure Code; the Draft Law on amending and supplementing a number of articles of the Statistics Law and the verification reports of the National Assembly Committees on these contents.

The 2nd session of the 15th National Assembly will consider a number of specific mechanisms and policies for the development of Nghe An province.
