The Provincial National Assembly Delegation supervises the practice of thrift and anti-waste in Quy Hop

On March 15, the supervision delegation of the Provincial National Assembly Delegation led by Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation had a thematic supervision: The implementation of policies and laws on practicing thrift and combating waste in the period of 2016-2021 in Quy Hop district.

In the period of 2016 - 2021, the implementation of the Program on practicing thrift and combating waste was carried out synchronously and regularly by Quy Hop district, contributing to preventing negativity and corruption in local activities.

In addition, the district strengthens the implementation, dissemination and propaganda of laws on practicing thrift and fighting waste to civil servants and employees, strictly manages budget revenue and expenditure, ensures good implementation of state budget estimates with savings, and saves 10% of regular expenditures according to regulations.

The District People's Committee has focused on directing the basic construction work, improving the quality and efficiency of project investment, and improving the operations of investors and project management boards. Investment capital is allocated to the right list of priority and urgent projects, ensuring the principle of saving. The results of disbursement and implementation of projects reached 99.96% of the set plan.

Promoting the delegation of autonomy over a part of regular operating expenses to all budget units and public service units creates conditions for units to be proactive in performing professional tasks, increase revenue, and create a basis for increasing income for cadres and civil servants.

The arrangement, streamlining of staff, and streamlining of the state administrative apparatus in agencies have been well implemented according to the policy of streamlining staff and restructuring the team of cadres, civil servants, and public employees.

The review and rearrangement of public assets is carried out by the district to ensure proper use, standards, and norms according to prescribed regimes and in accordance with assigned functional requirements and tasks.

To ensure good state management of minerals, the District People's Committee has coordinated with relevant levels, sectors and People's Committees of communes to review and adjust plans for mineral exploration, exploitation and use.

Up to now, in Quy Hop district, there are 79 valid mineral exploitation licenses; 78 mines have expired. The management and use of forest resources in the district is always carried out in accordance with the law.

The district has stepped up inspection and handling of mineral exploitation activities, especially illegal mineral exploitation, and promptly inspected enterprises showing signs of violating the law on land, minerals, and financial obligations in the field of natural resources and environment.

CONTINUE TO PRACTICE EFFECTIVE SAVINGS

At the meeting, Quy Hop district clarified the contents of the monitoring delegation's concern related to slow-progressing and economical transfer of public investment projects; combating frequent waste and saving regular expenses; the situation of people occupying forestry land, granting land use right certificates to people; and related to 9 slow-progressing mineral exploitation projects.

Quy Hop district proposed to the Provincial National Assembly Delegation to complete regulations on practicing thrift and combating waste in each specific field. Recruitment and employment of labor must be based on job requirements and job positions; there must be incentive mechanisms for the entire population to practice thrift and combat waste.

Clearly stipulate the principles and responsibilities of agencies and units in promulgating standards and regimes; publicly organize the implementation of standards and regimes; and provide a basis for inspection, examination and supervision of thrift practice and anti-wastefulness in accordance with the current situation and mechanism.

It is necessary to clearly define the responsibilities of leaders if waste occurs; clearly define the responsibilities of inspection agencies in implementing, organizing, and directing inspections and audits on thrift practice and anti-waste to create favorable conditions for citizens to monitor, detect, and report to competent authorities.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung acknowledged the results achieved in implementing policies and laws on practicing thrift and combating waste in the 2016 - 2021 period.

He suggested that Quy Hop district continue to strengthen the dissemination of laws and related documents on practicing thrift and combating waste to Party committees, authorities, cadres, civil servants, employees, workers and the entire population. Raise awareness of compliance with regulations on regimes, norms and standards on finance, management and use of state budget, management and use of public assets at units.

The district needs to strengthen the direction, administration, and organization of thrift practice and waste prevention in all fields, focusing on the organization and administration of the state budget; arranging and assigning the use of cadres, civil servants, and public employees in state agencies and public service units; and implementing transparency in the use and management of the state budget and public assets, and mineral resources management.

Focus on accelerating the progress of implementation and disbursement of public investment capital, striving to well implement the medium-term public investment plan for 2021-2025. Focus on reviewing public investment plans and projects right from the stage of investment orientation and policies, avoiding wrong investment orientation and policies, leading to investment projects that do not achieve socio-economic efficiency, scattered investment, and low efficiency in using state capital.

In addition, the district needs to continue to promote administrative procedure reform, increase the application of information technology in the operations of agencies and units; promote the use of support software in handling administrative procedures and handling work of state agencies to improve work efficiency and effectiveness.

The district also needs to strengthen state management of land management. Strengthen state management of minerals; focus on inspection and examination of mineral exploitation activities to promptly detect and prevent illegal mineral exploitation./.
