Reporting at the monitoring session, Mr. Pham Van Hoa - Director of the Department of Industry and Trade said: On November 3, 2015, the Department of Industry and Trade issued Document No. 1333/SCT-TTr.TKNL advising the Provincial People's Committee to issue Decision No. 5496/QD-UBND.CN dated November 24, 2015 on approving the Plan for the program of economical and efficient use of energy in Nghe An province for the period 2016 - 2020, in which the target is to strive to save 6 to 9% of total energy consumption in the period 2016 - 2020 compared to the forecasted energy demand.

In addition, the implementation of policies and laws on energy development is the basis for developing the transmission and distribution grid system in Nghe An province to meet the needs of socio-economic development and residential consumption. Hydropower projects with approved planning have been invested in construction and basically completed power generation operations.

Currently, Nghe An province has 22 hydropower plants in operation with a total capacity of 935.9MWh. Attention has been paid to investing in providing electricity to villages and hamlets without electricity. In the period of 2016-2021, electricity was brought to 167/263 villages and hamlets, and 96 villages and hamlets are preparing to complete (energizing in the first quarter of 2023).

Regarding power loss during power transmission in Nghe An province, it is reduced annually, specifically in 2016 it was 9.08%, in 2017 it was 8.36%, in 2018 it was 8.03%, in 2019 it was 8.23%, in 2020 it was 7.96%, in 2021 it was 7.19%.

In the period of 2016-2021, the Department of Industry and Trade also focuses on managing petroleum in the province to meet the needs of socio-economic development, people's daily needs and reserve stable petroleum market conditions in the world and in the country. Currently, the province has more than 700 petroleum stores, 08 petroleum distributors, 01 general agent, 03 commercial petroleum warehouses with a total capacity of about 180,000m³, 08 LPG filling stations and more than 900 LPG retail stores. The Department of Industry and Trade also forecasts that from now until 2025, the minimum petroleum consumption will be from 3% to 5% per year, reaching about 950,000m3.

Every year, the Department of Industry and Trade has also organized many propaganda activities such as: Posting media articles on electricity and energy saving in newspapers and electronic newspapers; Building reports on Nghe An television; printing and distributing propaganda handbooks and leaflets; Organizing training conferences to propagate and disseminate to businesses about converting new equipment and technology to ensure economical, efficient use of energy and environmental protection.

More than 52 billion VND to carry out reforestation work

In order to contribute to the implementation of strategies, plans and projects in energy development, on October 12, 2016, the Department of Natural Resources and Environment issued Decision No. 4955/QD-UBND regarding the plan to implement the National Environmental Protection Strategy to 2020 with a vision to 2030 in Nghe An province.

As of December 2021, 24/25 units have completed the conversion of forest use purposes to other purposes. The Department of Natural Resources and Environment has coordinated well with the Department of Agriculture and Rural Development in giving opinions on the conversion of forest use purposes for energy projects in the area. Contributing significantly to forest management and protection; especially for protected natural forest areas.

The total converted area of ​​hydropower plants is more than 2,570 hectares of forest land, the amount paid to the Provincial Forest Protection and Development Fund to carry out replacement forestation work is 52,086 billion VND.

Implementing the Land Law, the Department of Natural Resources and Environment has guided and directed the People's Committees at district level in implementing land acquisition, compensation, support and resettlement for power projects in the area. Land acquisition, preparation and approval of compensation, support and resettlement plans at thehydroelectric projectIn particular, power projects in general have been implemented promptly, ensuring compliance with regulations and authority; contributing to speeding up project implementation progress.

In order to implement the project to strengthen handling of violations in land management and use, in 2016 - 2021, the Department of Natural Resources and Environment Inspectorate conducted 141 inspections of 230 organizations, specifically: 90 inspections of compliance with laws on land, environment, minerals, water resources, surveying and mapping; 49 inspections of district and commune People's Committees (Including: 07 inspections of state management responsibilities for 07 district People's Committees; 42 inspections of 42 commune People's Committees).

7 new technology investment projects, equipment technology innovation

In the period from 2016 to present, the Department of Science and Technology has always focused on developing the province's energy with the motto "Prioritizing, exploiting and using non-traditional resources such as solar energy, wind, ocean waves, and solid waste to create clean, environmentally friendly energy sources to serve the industrialization, modernization and international integration of the province".

During the period of 2016 - 2021, the Department of Science and Technology advised the Provincial People's Committee to support: 10 inventions and utility solutions; 82 trademarks and industrial designs; 7 new technology investment projects, equipment technology innovation in Nghe An province, with a total supported budget of 3,980 million VND.

Many useful inventions and industrial designs of scientists and individuals in the province in the field of environmental protection and energy saving for the mechanical and construction materials industries have been produced to serve people and businesses nationwide. Typical examples include: HDPE plastic fish cage farming equipment of Aquaculture Technology and Services Company Limited; Unburnt brick production equipment of Ho Hoan Cau Company Limited (Quynh Luu), ... and many other units.

Some typical scientific and technological projects such as: Successful research on the production line of construction bricks, Terrazzo bricks, self-locking bricks using hydraulic static pressing technology and rotating tray technology to help the production process be closed, following a continuous cycle, creating many better differences compared to existing products on the market.

The economic efficiency of a factory using a technological line to produce construction bricks, Terrazzo bricks, and self-locking bricks with an annual capacity of 3.5 billion unburnt bricks can save 5.25 million m3clay, 535,000 tons of coal and reduced emissions into the atmosphere of 2.04 million tons of CO2.

Pilot production model and operation of Vi Nong multi-purpose Biogas system to treat household waste and livestock by-products, contributing to environmental protection and improving the quality of life of people in Nghe An province; Building and effectively implementing pilot models to produce automatic irrigation systems using solar energy for key crops such as Orange, Avocado, Tea, Pineapple... to overcome drought and increase crop productivity...

At the working session, based on the reports of the departments, members of the monitoring delegation requested clarification of some contents. In particular, the electricity supply to rural, remote and isolated areas has been basically completed; the number of people using electricity in the whole province has increased to 98%.
