(Baonghean.vn) - On the afternoon of April 27, the National Assembly Delegation of Nghe An province held a conference to collect opinions on a number of draft laws to be submitted at the 5th session of the 15th National Assembly.

The draft laws being consulted include: the draft Law on Citizen Identification (amended) and the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

Mr. Tran Nhat Minh - Full-time National Assembly Delegate of the Provincial National Assembly Delegation chaired the conference. Attending the conference were National Assembly Delegates of the XV term of the Provincial National Assembly Delegation; representatives of the Office of the National Assembly Delegation and the Provincial People's Council and People's Committee; representatives of provincial and district departments and branches, and experts and collaborators in law making.

The majority of delegates attending the meeting said that the Law on Citizen Identification (amended) consisting of 7 Chapters and 46 Articles, compared to the Law on Citizen Identification in 2014, has universalized and innovated population management, ensured human rights and citizen rights; enhanced the application of science and technology, improved the efficiency and value of the national database on population; the scope of regulation of the draft law has expanded the subjects of granting identity certificates, integrated many other information of citizens and people of Vietnamese origin in the national database, identity cards, electronic identities, etc.

Colonel Le Van Thai - Deputy Director of the Provincial Police Department requested to clarify some concepts stipulated in the draft law; specific regulations on the subjects managing identification, the national population database and identification database; specific regulations on measures to handle cases of performing prohibited acts; regulations on citizens' information in the national population database; on collecting, updating information and managing, connecting, sharing, exploiting and using the national population database...

Ms. Nguyen Thu Thuy - Head of the Department of Legal Documents Development and Inspection of the Department of Justice said that the regulation that when a citizen makes a citizen identification card, he/she must provide 23 pieces of information is too difficult for citizens. Therefore, it should be divided into 2 types of mandatory information and non-mandatory information. At the same time, it raises the issue of safety when adding more citizen information to the national database on population, integrating personal information into citizen identification cards... Consider to avoid administrative procedures and implementation costs for issuing cards to children under 14 years old, especially children under 6 years old, when issuing citizen identification cards for civil transactions, the approval of parents or guardians is required...

Regarding the draft Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam, some delegates said that the contents of the draft law basically contribute to administrative reform, increase the application of the electronic environment in procedures, creating favorable conditions for Vietnamese citizens and foreigners to exit and enter Vietnam. In addition, delegates also requested the drafting committee to study, define and clarify the content of some concepts such as: "visa", "electronic visa". The amendment and supplementation of a number of articles of the Law on Exit and Entry of Vietnamese Citizens, it is proposed to maintain the regulations on documents related to the issuance of ordinary passports in the country for children under 14 years old.(copy of birth certificate or birth certificate extract for persons under 14 years old); propose to add “subject”Overseas Vietnamese are granted ordinary passports under simplified procedures such as: "people not permitted by foreign countries to reside, victims of human trafficking, fishermen, people who need to return to Vietnam...

Concluding the conference, Mr. Tran Nhat Minh - Full-time delegate of the National Assembly Delegation of Nghe An province acknowledged and highly appreciated the opinions of the delegates, and said that he would absorb and synthesize the opinions to report to the Delegation, as a basis for discussion at the 5th session of the 15th National Assembly.
