Delegation of National Assembly of Nghe An province surveyed the implementation of laws and resolutions of the National Assembly in Ky Son district
On the morning of August 13, the National Assembly Delegation of Nghe An province had a working session with the People's Committee of Ky Son district according to the program of surveying the implementation of laws, resolutions of the National Assembly and handling voters' petitions.

Participating in the working program were comrades: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly delegate of the National Assembly Delegation of Nghe An province.
Before working with the People's Committee of Ky Son district, the National Assembly delegation surveyed the construction progress of the Nam Mo River embankment project through Muong Xen town (Ky Son) and the project to build infrastructure for the emergency resettlement area for people in Muong Xen town and Ta Ca commune (Ky Son).

Currently, the Nam Mo River embankment project is at risk of being behind schedule, although this is an urgent project to prevent the risk of landslides caused by natural disasters and flash floods, affecting people's property and lives. The project to build infrastructure for the emergency resettlement area for people in Muong Xen town and Ta Ca commune (Ky Son) has not yet been implemented due to problems related to procedures for converting forest use purposes, environmental impact reports, etc.

Pay attention to budget support for the work of preventing and combating human trafficking
Regarding the implementation of the Law on Prevention and Combat of Human Trafficking, the Provincial National Assembly Delegation acknowledged that Ky Son district has paid attention to implementing the law; in which, it focuses on propaganda work reaching 100% of villages, hamlets and schools in the area.
The district has also effectively built and maintained the model of "Prevention and control of human trafficking" in Dinh Son 2 village (Huu Kiem commune) and "Self-management of prevention and control of human trafficking" in Luu Thang village (Chieu Luu commune).

The district also directed functional forces to strengthen State management of security and order, especially population management, temporary residence, temporary absence; management of conditional business establishments, especially restaurants, hotels, karaoke bars, resorts, entertainment areas, border areas where criminals often take advantage to commit crimes, in order to prevent and detect criminals, subjects showing signs of human trafficking to fight and handle them in accordance with the provisions of law...
Along with that, the district directed the force to strengthen the control of the area, promptly detect and handle reports and denunciations of crimes; investigate and discover cases and crime rings of human trafficking, arrest subjects, rescue and protect victims.

From 2019 to the end of June 2024, the district successfully broke 30 special cases to combat human trafficking crimes, arrested 55 subjects, and successfully rescued and supported the reintegration into the community for 36 victims.
However, the work of preventing and combating human trafficking in Ky Son district still faces many difficulties, because the district's population is mainly ethnic minorities, economic circumstances and legal awareness, and crime prevention awareness are still limited. Meanwhile, human trafficking crimes are increasingly sophisticated in form and methods, taking advantage of people's lack of knowledge or need for jobs and income.
In particular, recently there has been a trick of deceiving victims through Laos and Cambodia to sell them to Chinese (or Chinese-origin) criminal gangs, using them to commit cybercrime or online gambling, thus causing many difficulties in investigation, verification and combat.

On the other hand, some people are both victims and criminals of human trafficking, making it difficult for authorities to fight and handle the case.
Besides, some establishments have not been really determined in directing crime prevention and control work; the effectiveness of propaganda and dissemination of law is not high.
The provincial National Assembly delegation also noted a number of recommendations from Ky Son district to the National Assembly, the Government and central ministries and branches. In particular, it is necessary to continue studying and amending the Law on Prevention and Combat of Human Trafficking in the direction of increasing sanctions that are strong enough and deterrent; at the same time, pay attention to allocating budget resources for all levels, especially key areas of human trafficking to promote propaganda work, build effective models of prevention and combat of human trafficking, as well as support victims to reintegrate into the community. In particular, pay attention to investing in economic development projects, livelihood models, job creation, and stable income for people.
Focus on fighting in key areas
Concluding the meeting, on behalf of the working delegation, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province acknowledged the efforts and positivity in directing and implementing the Law on Prevention and Combat of Human Trafficking and related resolutions of the National Assembly, as well as resolving voters' petitions in the area.

Sharing with Ky Son district, a key area with many potential complex factors regarding human trafficking activities, the Deputy Head of the National Assembly Delegation of Nghe An province said: The difficulty of the locality is the limited legal awareness of the people, therefore, he suggested that the district continue to direct and strengthen propaganda work, in conjunction with coordinating forces to combat, investigate, verify and handle human trafficking crimes; mobilize the entire political system to participate in caring, helping, sharing and supporting victims to stabilize their lives.
Regarding urgent projects, the Deputy Head of the National Assembly Delegation of Nghe An province requested the district to actively coordinate with provincial departments and branches to speed up procedures for converting forest land use purposes and prepare environmental impact reports so that the Project to build infrastructure for emergency resettlement areas for people in Muong Xen town and Ta Ca commune can be implemented soon, ensuring stable life and safety for the people. At the same time, actively support and create all conditions for construction units to speed up the construction progress of the Nam Mo River embankment project through Muong Xen town (Ky Son).
