The National Assembly delegation of Nghe An province worked with the Provincial People's Committee on environmental protection thematic supervision.

On the afternoon of March 19, the monitoring delegation of the National Assembly Delegation of Nghe An province led by Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the National Assembly Delegation of the province had a working session with the Provincial People's Committee on the implementation of environmental protection policies and laws in the area.

Also attending the meeting were comrade Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training, Member of the Committee for Culture and Social Affairs - 15th National Assembly; representatives of a number of committees of the Provincial People's Council, and the secretariat assisting the National Assembly Delegation.

On the side of the Provincial People's Committee, there was comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; and representatives of relevant departments and branches.

At the meeting, the representative of the Provincial People's Committee reported to the Monitoring Delegation on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect. Accordingly, every year the provincial budget has prioritized the allocation of environmental career funding for all levels and units to ensure operating costs for state management of the environment in the area (in 2022: 436 billion VND; in 2023: 436 billion VND; in 2024: 394 billion VND). Of which, the allocation for the district level in 2022 is 267 billion VND, in 2023 is 302 billion VND, in 2024 is 295 billion VND...

In the province, there are currently 8 industrial parks (IPs) that have been approved for investment (6 IPs have been put into operation and 2 IPs are under construction). 6/6 IPs have been put into operation, and have invested in building a centralized wastewater collection and treatment system (100%). Up to now, 5/6 IPs have installed automatic and continuous monitoring systems and transmitted data to the Department of Agriculture and Environment for monitoring and supervision.

Regarding the situation of domestic solid waste generation, currently in the whole province, it is estimated that about 1,843.58 tons of waste are generated every day, of which about 1,703.4 tons are collected/day; about 1,648.17 tons are treated/day.The implementation of classifying domestic solid waste at source faces many difficulties. The infrastructure for classifying, collecting, transporting and treating waste after classification in the province has not met the requirements.There are still shortcomings such as: landfills do not ensure distance; mainly use landfill technology; there are many spontaneous landfills; equipment for collecting and transporting waste is still lacking. Many projects to attract investment in waste treatment facilities have only stopped at the investment policy level and have not been built or implemented very slowly; some projects have implemented scales and technologies that are not suitable for reality...

At the working session, based on the results of the actual inspection at a number of localities and units on March 18, the Monitoring Team also requested the Provincial People's Committee to clarify a number of issues related to the collection of domestic waste; compliance with environmental laws in some places is still lax; indiscriminate dumping still occurs. Especially in industrial parks, waste collection and treatment have not been implemented synchronously, especially in Nam Cam Industrial Park. Investment in environmental protection infrastructure (centralized wastewater treatment systems, automatic environmental monitoring and surveillance systems, etc.) at industrial clusters has not met the requirements of regulations; the issue of costs for collection and treatment of domestic waste, etc.

In her concluding remarks at the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation, acknowledged the responsibility of the Provincial People's Committee in preparing documents and reports for the Supervisory Delegation. Based on the inspection trips, as well as opinions, recommendations and proposals from departments, branches and the Provincial People's Committee, the delegation will receive and complete the report for submission to competent authorities for consideration.
