Implementing the National Assembly's law-making plan and the working program of the provincial National Assembly Delegation, on the morning of July 26, the provincial National Assembly Delegation conducted a survey on the implementation of policies and laws on domestic violence prevention and control; soliciting comments on the draft Law on Domestic Violence Prevention and Control (amended) and the Law on Grassroots Democracy Implementation in Nghi Loc district. Also attending were Mr. and Mrs. Tran Nhat Minh - Member of the Law Committee of the National Assembly, full-time delegate, Provincial National Assembly Delegation and Hoang Thi Thu Hien - Member; representatives of the leaders of the Department of Culture - Society, Provincial People's Council and a number of provincial departments and branches.
The National Assembly delegation spent time learning about the activities of the "Domestic Violence Prevention and Happy Family Building" Club in Vinh Long hamlet, Nghi Long commune (Nghi Loc), established in 2019 with 44 participating members.
In addition to the core role of propagating, mobilizing, reconciling, and persuading members of the club to deal with acts and manifestations of domestic violence, the club also mobilizes the participation of the Party Committee, the Front Working Committee, and mass organizations in the hamlet when incidents occur in the hamlet to find solutions.

Thanks to that, awareness of domestic violence prevention among local people was raised and two cases were directly resolved, one case related to psychological pressure from the family causing a young person to leave home and one case of marital conflict due to jealousy.
The delegation also directly surveyed people's opinions on the draft Law on Domestic Violence Prevention (amended) related to some new contents in the draft considered domestic violence, such as cases where children prevent their parents from finding a partner; acts of scolding and insulting dignity in the family; abandoning or neglecting to take care of family members; gender discrimination when dividing inherited property...

Working with the People's Committee of Nghi Loc district and Nghi Long commune, members of the National Assembly delegation of the province raised many issues that they wanted to learn about, focusing on the difficulties, shortcomings, and obstacles in the implementation of the Law on Prevention and Control of Domestic Violence (current) and Ordinance 34 on implementing democracy in communes, wards, and towns; practical issues that are arising that have not been regulated in the draft Law on Prevention and Control of Domestic Violence (amended) and the Law on Implementing Democracy at the Grassroots Level, and proposed additional comments.
According to the affirmation of the district and commune, implementing the Law on Prevention and Control of Domestic Violence (current) and Ordinance 34 of the National Assembly, awareness of prevention and control of domestic violence and implementation of democratic regulations in the political system and among the people have been raised; promoting the role of mediation teams established in villages and hamlets in preventing or successfully reconciling acts of domestic violence, resolving so that "big things become small things, small things become nothing".
The implementation of democratic regulations has created favorable conditions for local Party committees and authorities to implement policies and programs for socio-economic development, especially new rural construction.

In addition, Nghi Loc district and Nghi Long commune also raised some difficulties and added some comments to the two draft laws. Such as it is difficult to identify acts of domestic violence, only physical domestic violence and injury are identified, but not mental violence or other aspects; difficult to detect, only when the incident occurs is it detected; difficult to intervene, because it is related to the family; difficult to handle, except when causing injury, it must be criminally prosecuted. Therefore, it is necessary to specify acts of domestic violence and prescribe specific sanctions for each act to create effectiveness in propaganda and implementation.
The proposal to add to the draft law on excessive pressure on children's education and career choices by parents is considered domestic violence. On the other hand, conflicts and violence in the family related to disputes over economic interests and land inheritance rights are practical issues that are difficult to resolve, so this content needs to be included in the new Law on Domestic Violence Prevention.

Regarding the draft Law on Implementing Democracy at the Grassroots Level, attention should be paid to regulations ensuring publicity and transparency in financial management at the grassroots level. Some opinions also contributed to the form of publicity at the grassroots level; the establishment of inspection boards, community investment supervision boards at the grassroots level, etc.
Continued attention to preventing domestic violence
Based on the opinions and suggestions of the district and commune, on behalf of the Provincial National Assembly Delegation, Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation received them for study and participation in the law-making process of the National Assembly; at the same time, she hoped that the locality would continue to study, supplement opinions and suggestions, and deepen the practical issues sent to the delegation.

The Deputy Head of the Provincial National Assembly Delegation also hopes that the district and commune authorities will continue to pay attention to propaganda, promote the role of mediation teams, clubs and organizations in the blocks and hamlets to proactively grasp and effectively implement the work of preventing domestic violence, avoiding unfortunate and heartbreaking incidents from domestic violence.
Pay attention to conciliation solutions, but also need to have an attitude to handle cases that need to be handled, creating deterrence and prevention. Authorities at all levels also need to fully and seriously implement regulations on democracy at the grassroots level, creating motivation and consensus to promote local development.
