The Nghe An National Assembly delegation is seeking opinions on the draft Veterinary Law.

(Baonghean.vn) - In preparation for the 9th session of the 13th National Assembly, which will take place in May, on the morning of March 18, the Nghe An National Assembly delegation held a conference to gather feedback on the draft Veterinary Law.

According to the draft Veterinary Law, there are 7 chapters and 116 articles. These include chapters on general regulations; animal disease prevention and control; animal and animal product quarantine; control of animal slaughter, preliminary processing, and processing of animal products; veterinary hygiene inspection; veterinary drug management; veterinary practice; and implementing provisions. At the conference, delegates highly agreed with the name of the Veterinary Law proposed by the National Assembly Standing Committee. Many opinions suggested that to make veterinary activities more effective, a veterinary system should be built down to the grassroots level to increase resources and responsibility in veterinary work at the local level, limiting the occurrence of disease outbreaks. At the same time, veterinary activities and personnel at the grassroots level should be directly managed and supervised by the district-level veterinary station, avoiding the current situation where commune-level veterinary staff lack the necessary expertise.

Regarding the authority to declare an epidemic, it should be assigned to the provincial government. If it were assigned to the district level, given the current material conditions, equipment, and personnel, the district level would not be able to meet the requirements; furthermore, declaring an epidemic in border areas between districts would also be difficult. Simultaneously, it is necessary to maintain a quarantine station at key transportation hubs, and for this station to operate effectively, there must be a permanent traffic police force stationed there, as this force has the authority to stop vehicles. Some delegates also pointed out that the trade and use of veterinary drugs in livestock and aquaculture are currently very complex.

This is one of the fundamental causes of animal diseases and food safety issues. Therefore, clear and specific regulations are needed for local authorities to manage veterinary drug trading establishments and the use of veterinary drugs by individuals and businesses in livestock production. Regarding the establishment of a veterinary council, some delegates suggested that the functions, duties, and powers of this organization should be clearly defined to avoid overlapping with existing related organizations.

Representatives from Nghi Loc district suggested that grassroots veterinary services should be integrated into the veterinary system to improve the effectiveness of veterinary services.

Also at the conference, many delegates contributed their opinions on prohibited behaviors; responsibilities in preventing and controlling animal diseases; regulations on the mandatory destruction and slaughter of animals infected or suspected of being infected with diseases on the list of diseases that must be declared epidemics; and regulations on animal slaughter facilities...

Based on the constructive feedback from the delegates, the Provincial National Assembly Delegation will compile a report for the Standing Committee of the National Assembly to consider before submitting it to the National Assembly at the upcoming 9th session.
