(Baonghean.vn) - This comprehensive amendment to the Law on Electronic Transactions aims to institutionalize the Party's policies and guidelines on digital economic development and digital transformation, meeting the requirements of the fourth industrial revolution.

The draft Law on Electronic Transactions (amended) consists of 8 chapters and 57 articles. This comprehensive amendment of the Law aims to institutionalize the Party's policies and guidelines on digital economic development and digital transformation, meeting the requirements of the 4th industrial revolution, ensuring consistency and unity with the legal system, overcoming the shortcomings and limitations of the current Law and resolving new issues arising in practice.

At the conference, delegates agreed with the need to amend the Law on Electronic Transactions, and have it soon passed and promulgated, in order to create a corridor for transparent, modern, and convenient operation of transactions, and promote administrative reform.

Commenting on the Draft Law on Electronic Transactions (amended), the representative of the Department of Information and Communications said that the Draft Law is focusing on Vietnamese citizens, but has not mentioned foreign organizations and individuals in electronic authentication. In addition, regarding the provision of trusted services, there are no clear regulations on which organizations and agencies are responsible for providing this trusted legal service.

In addition, opinions suggested that the drafting committee should clarify the consistency of the legal system such as which laws this Law on Electronic Transactions is related to (Law on Network Information Security, Law on Cyber ​​Security, Civil Code...), if there is "inconsistency" with other laws, how to resolve it and consider the feasibility of expanding the scope of regulation of the draft law...

It is recommended to study and complete regulations on common platforms for connecting and sharing data between information systems and databases of ministries, branches and localities to ensure information safety and security, increase connectivity and synchronization between information systems, and unify electronic document storage.

Supplementing some regulations on information for citizens' digital signatures when encountering network errors during electronic transactions, as well as ways to resolve business and trading issues through e-commerce platforms.

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung said that based on the opinions of the delegates, the Delegation will synthesize and submit to competent authorities to perfect the legal policies on electronic transactions.

The draft Law on Electronic Transactions (amended) will be submitted to the National Assembly for comments at the 4th session in October 2022.
