The provincial National Assembly delegation solicited comments on the draft Law on Implementing Democracy at Grassroots Level
(Baonghean.vn) - On the afternoon of May 9, under the chairmanship of Mr. Tran Nhat Minh - Member of the Law Committee of the National Assembly, full-time National Assembly delegate, the Provincial National Assembly Delegation held a conference to collect comments on the draft Law on Implementing Democracy at the Grassroots Level.

Attending the conference were Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Department of Finance, Department of Home Affairs, Provincial Police, Provincial Inspectorate, Provincial Cooperative Union and representatives of some district-level units.
The Draft Law on Implementing Democracy at the Grassroots Level consists of 7 chapters and 74 articles, regulating the content, form, and method of implementing democracy at the grassroots level; functions, tasks, and powers of the People's Inspectorate and the responsibilities of agencies, units, organizations, and individuals in ensuring the implementation of democracy at the grassroots level; grassroots communes, wards, towns, and residential communities at the commune level; agencies and public service units of the Party, the State, socio-political organizations; enterprises, cooperatives, and other organizations that hire and use labor under labor contracts...

Participating in giving comments, all opinions affirmed the necessity of promulgating the Law on Implementing Democracy at the Grassroots Level to institutionalize the Party's viewpoint, which is related to widely promoting socialist democracy with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit".
The issue that delegates were interested in and commented on was related to the content that local authorities at the commune level must publicize. There were suggestions that, in addition to publicizing the annual socio-economic development plan and economic restructuring plan, the commune level should also publicize the implementation results to the people.

Some opinions suggested that the drafting committee carefully review and avoid duplication with the contents stipulated in the Law on Access to Information and the Law on Promulgation of Legal Documents; Law on Election of National Assembly Deputies and People's Council Deputies.
Many delegates gave their opinions on the form of public disclosure at the commune level, including the opinion that it is necessary to have "rigid" regulations on the form of public disclosure posted on the commune-level electronic information page and without a time limit; to avoid establishments choosing the form that is least accessible to people.
On the other hand, it is necessary to research and consider the form of publicity through social networks such as: Zalo, Viber, Facebook.

Some opinions contributed to the regulation of the contents and forms of community discussion and decision; in which the regulation on organizing meetings of voters or voters representing households needs to detail the number of voters or voters representing households with 50% or more.
In addition to direct meetings and ballot distribution, voters' discussion and decision-making forms need to be supplemented via Zalo, Viber, and Facebook.
Regarding the form of people's supervision, it is necessary to supplement it through mass media.

Regarding the implementation of grassroots democracy in enterprises, some opinions suggested considering the application of some articles of this draft law to create conditions for enterprise development.
There are suggestions to add regulations on the organization and operation of self-management groups of villages and residential groups; because in practice, self-management groups operate very effectively, but currently there are no regulations and they are spontaneous.
Many comments were made on regulations on organizing dialogues with the people; regulations on publicity; and responsibilities for organizing the implementation of laws on implementing democracy at the grassroots level.

Based on the opinions of the delegates, the Provincial National Assembly Delegation will synthesize and report to the National Assembly Standing Committee for acceptance and revision during the process of drafting the law.
This is also the basis for the Provincial National Assembly Delegation to study and contribute opinions to law making at upcoming National Assembly forums.
