(Baonghean.vn) - On the morning of July 29th, at the People's Procuracy of Nghe An province, the delegation of National Assembly representatives from Nghe An province, led by Mr. Pham Van Tan - Head of the National Assembly delegation of Nghe An province, conducted a survey of the work.detained,detention

Attending the survey were representatives from the Standing Committee of the Provincial People's Council, the Provincial People's Committee Office, the Provincial Fatherland Front Committee, the Provincial People's Procuratorate, and relevant departments.

The survey aimed to gather practical information to support the discussion of the draft law on temporary detention and custody, which will be submitted to the National Assembly for approval at its 10th session in October 2015.

According to statistics from 2012 to 2014, the People's Procuracy of Nghe An province conducted 272 regular inspections at the Provincial Police Detention Center, 1,500 daily inspections of temporary detention facilities, and 175 direct inspections of temporary detention facilities in terms of specific aspects and overall operations.

During the inspection, representatives from the People's Procuracy of Nghe An province affirmed that compliance with the law regarding detention was generally ensured, with no cases of wrongful convictions, no cases of temporary detention followed by suspension of investigation due to not committing a crime, or cases of temporary detention followed by a court trial declaring the defendant not guilty. The procedures for receiving, entering, and leaving detention facilities were generally in accordance with the provisions of the Criminal Procedure Code, preventing any instances of detention without a warrant. Furthermore, the provision of food, accommodation, clothing, medical care, and supplies for detainees was generally carried out in accordance with Article 26 of the Regulations on Temporary Detention and Custody.

The reasons for these shortcomings are that the facilities in detention centers are outdated and dilapidated, the size of the cells is no longer sufficient to accommodate the number of detainees, and the number of guards and security police officers is insufficient to meet the demands of long working hours and high work intensity…

On behalf of the survey team, Mr. Pham Van Tan, Head of the Provincial National Assembly Delegation, acknowledged that the unit had complied quite seriously with the legal regulations on supervising the management of temporary detention and custody activities. At the same time, the working group will fully consider the unit's suggestions and proposals and report them to the National Assembly Standing Committee and the drafting agency of the bill for revision and supplementation so that when the law is enacted, it will meet the practical requirements, especially in resolving shortcomings and difficulties.
