The first Congress of Vinh Phu Ward Party Committee, term 2025 - 2030 took place in the context that the Party Committee and people of Vinh Phu Ward in particular and the Party Committee and people in Nghe An province in general are competing to achieve achievements towards the 20th Congress of Nghe An Provincial Party Committee and the 14th National Party Congress.
The first Congress of Vinh Phu Ward Party Committee, term 2025 - 2030 took place in the context that the Vinh Phu Ward Party Committee and people in particular and the Party Committee and people in Nghe An province in general are competing to achieve achievements towards the 20th Congress of Nghe An Provincial Party Committee and the 14th National Party Congress; Our country is entering a new era of development - an era of strong national growth for the goal of peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadfastness on the path to socialism.
Looking back at the 2020 - 2025 term, the Party Committees of 4 wards and communes and grassroots Party organizations located in the area before the merger of Vinh Phu ward have implemented the Congress Resolution in a context with many advantages: The attention of the Central Government, the province, and Vinh city (old); the drastic participation of the political system and the consensus of the people; infrastructure has been strengthened, many key projects have been deployed and completed, creating favorable conditions for socio-economic development.
In difficult conditions due to the impact of the Covid-19 pandemic and economic recession, the growth rate of total product value in the period of 2020 - 2025 is still quite good, estimated at 9.2%. Average income in 2025 is estimated at 116.2 million VND/person (higher than the average of the province). The economic structure is shifting in a positive direction. In the period of 2020 - 2025, the total budget revenue in the area is estimated at 3,240 billion VND, of which the budget revenue under decentralized management is estimated at 657.49 billion VND.
Urban management, development, natural resources and environmental management are focused. Actively propose and invest in renovating and upgrading the electricity system for daily life, lighting in alleys, collecting and treating solid waste, and treating medical waste. Construction order and urban order management are strengthened. The results of mobilizing internal resources from the people reached more than 44 billion VND (notably, in old areas such as Nghi Phu, more than 9.5 billion VND was mobilized, mobilizing people to donate more than 1,000m2Land; Nghi Duc mobilized 4 billion VND, 60m2residential land, 1,200m2 agricultural land for road construction; Ha Huy Tap mobilized 15.45 billion VND; Nghi An mobilized 15.1 billion VND and 8,740.88m2Focus on resolving and removing difficulties and obstacles, speeding up compensation and site clearance progress for key projects and works (Vinh - Cua Lo Avenue, 18m road connecting National Highway 46 with 72m road, Le Ngoc Han - Nghi Duc road...).
There have been many positive changes in the cultural and social fields. Infrastructure for education and health care has been invested to basically meet the requirements, 12/14 schools have met national standards. The material and spiritual life of the people has been improved. The poverty rate is now only 0.2%. Policies for people with meritorious services and gratitude activities have been fully, promptly and in accordance with regulations. Actively mobilizing people to respond to campaigns to support the poor, support people affected by natural disasters, storms and floods, and people with difficult housing conditions, during the term, a total amount of nearly 16 billion VND has been mobilized. Ha Huy Tap (old) is a unit recognized as meeting civilized urban standards, the old units: Nghi Phu, Nghi An, Nghi Duc are recognized as meeting advanced new rural standards.
National defense and security are maintained. The work of handling petitions, recommendations, complaints and denunciations is well implemented, the rate of handling petitions during the term is 100%.
The work of Party building and political system building has been taken care of. Directing, organizing, thoroughly disseminating and propagating the policies, directives and resolutions of Party committees at all levels seriously and qualitatively, with the rate of cadres and Party members participating in studying reaching over 90%. Completing the research and compilation of the Party history of the wards and communes that were the predecessors of Vinh Phu Ward; seriously implementing the study and following of Ho Chi Minh's ideology, morality and style. Focusing on improving the leadership capacity and fighting strength of the Party Committee and its affiliated Party cells. Carrying out well the work of management, training and improving the quality of Party members, over 95% of Party members are classified as "Completing the task well" or higher, doing well the work of Party member development, during the term, 643 new Party members were admitted. Inspection and supervision activities have become routine. The effectiveness and efficiency of the operations of the government, the Fatherland Front and socio-political organizations have been improved. During the past term, the Party Committee, government, and socio-political organizations were all classified as having fulfilled their tasks well or better, including the Party Committee of Ha Huy Tap Ward (old) which was classified as having fulfilled its tasks excellently for 4 years.
However, the results achieved have not fully exploited the potential and advantages of the ward; budget revenue is not sustainable; planning management, land management, urban order, and environmental sanitation are still limited. Information technology and telecommunications infrastructure has not met the requirements of digital transformation; the system of cultural and sports institutions and public service works is not synchronized. Security and order still have some potential complications...
Documents of the 1st Congress of Vinh Phu Ward Party Committee, term 2025 - 2030, define the general goals:“Promoting the strength of great solidarity, building a strong Party, government and political system; becoming one of the provincial centers of trade and services; a synchronous and modern infrastructure system; improving the material and spiritual life of the people; maintaining national defense and security".
