The first Party Congress of Vinh Phu Ward, for the term 2025-2030, is taking place in the context of the Party Committee and people of Vinh Phu Ward in particular, and the Party Committee and people of Nghe An province in general, competing to achieve accomplishments towards the 20th Party Congress of Nghe An province and the 14th National Party Congress.
The first Party Congress of Vinh Phu Ward, for the term 2025-2030, is taking place in the context of the Party Committee and people of Vinh Phu Ward in particular, and the Party Committee and people of Nghe An province in general, competing to achieve accomplishments towards the 20th Party Congress of Nghe An province and the 14th National Party Congress; our country is entering a new era of development - an era of strong national progress towards the goals of peace, independence, democracy, prosperity, civilization, happiness, and steadfastly pursuing the path to socialism.
Looking back at the 2020-2025 term, the Party committees of the four wards and communes, and the grassroots Party organizations located in the area before the merger of Vinh Phu ward, implemented the Congress Resolution in a context with many advantages: the attention of the Central Government, the province, and the former Vinh City; the decisive involvement of the political system and the consensus of the people; the strengthening of infrastructure, the implementation and completion of many key projects, creating favorable conditions for socio-economic development.
Despite the difficulties caused by the Covid-19 pandemic and economic recession, the growth rate of total product value during the 2020-2025 period remains relatively high, estimated at 9.2%. Average income in 2025 is estimated at 116.2 million VND/person (higher than the provincial average). The economic structure is shifting in a positive direction. During the 2020-2025 period, total budget revenue in the area is estimated at 3,240 billion VND, of which budget revenue under decentralized management is estimated at 657.49 billion VND.
Urban management and development, as well as resource and environmental management, have been prioritized. Proposals and investments have been actively made to renovate and upgrade the electricity system for households and street lighting, and to improve solid waste collection and treatment, including medical waste management. Construction and urban order management have been strengthened. The mobilization of local resources from the people has reached over 44 billion VND (notably, the old Nghi Phu area mobilized over 9.5 billion VND and encouraged residents to donate over 1,000 square meters of land).2land; Nghi Duc mobilized 4 billion VND and 60m²2Residential land, 1,200m²2 Agricultural land was used to build roads; Ha Huy Tap mobilized 15.45 billion VND; Nghi An mobilized 15.1 billion VND and 8,740.88 m².2(land). Focus on resolving and removing difficulties and obstacles, and accelerating the progress of compensation and land clearance for key projects (Vinh - Cua Lo Boulevard, the 18m road connecting National Highway 46 with the 72m road, Le Ngoc Han - Nghi Duc road...).
The cultural and social sectors have seen many positive changes. Basic infrastructure for education and healthcare has been invested in, meeting requirements, with 12 out of 14 schools achieving national standards. The material and spiritual lives of the people have improved. The poverty rate is now only 0.2%. Policies for war veterans and activities of gratitude and remembrance have been fully and promptly implemented according to regulations. The people have been actively mobilized to participate in campaigns to support the poor, those affected by natural disasters and floods, and those with housing difficulties; during the term, a total of nearly 16 billion VND was raised. The former Ha Huy Tap unit has been recognized as achieving the standard of a civilized urban area, and the former Nghi Phu, Nghi An, and Nghi Duc units have been recognized as achieving the standard of advanced new rural areas.
National defense and security have been maintained. The handling of petitions, complaints, and denunciations has been given due attention and effectively implemented, with a 100% resolution rate for the term.
Party building and the construction of the political system have been given due attention. The dissemination and implementation of policies, directives, and resolutions of Party committees at all levels have been serious and high-quality, with over 90% of cadres and Party members participating in the study. The research and compilation of the history of the Party committees of the wards and communes that were the predecessors of Vinh Phu ward have been completed; the study and emulation of Ho Chi Minh's thought, morality, and style have been seriously implemented. Emphasis has been placed on improving the leadership capacity and fighting strength of the Party Committee and its subordinate branches. The management, training, and improvement of Party members' quality have been carried out effectively, with over 95% of members classified as having completed their tasks well or better. Party member development has been successful, with 643 new members admitted during the term. Inspection and supervision activities have become more systematic. The effectiveness and efficiency of the government, the Fatherland Front, and other political and social organizations have been enhanced. During the past term, the Party Committee, the government, and all political and social organizations were rated as having completed their tasks well or better, including the Party Committee of Ha Huy Tap ward (formerly), which was rated as having completed its tasks excellently for four consecutive years.
However, the achievements have not fully exploited the potential and advantages of the ward; budget revenue is not sustainable; planning management, land management, urban order, and environmental sanitation still have limitations. Information and telecommunications infrastructure has not met the requirements of digital transformation; the system of cultural and sports facilities and public service facilities lacks uniformity. Security and order still harbor some complex factors...
The document of the First Congress of the Vinh Phu Ward Party Committee, term 2025-2030, sets the following overall objectives:""Promoting the strength of great national unity, building a strong Party committee, government, and political system; becoming one of the province's centers for trade and services; having a synchronous and modern infrastructure system; improving the material and spiritual lives of the people; and maintaining national defense and security."At the same time, the resolution emphasized the determination to implement five key tasks and three breakthroughs, while also setting out 32 targets across all areas of the economy, society, national defense, security, Party building, and the political system.
