The 2025 Nghe An Provincial Patriotic Emulation Congress is an important political and social event, a major festival of the province, an opportunity to gather and honor typical advanced examples, outstanding factors in the emulation movement for the period 2020 - 2025.

Patriotic emulation is the goal and great driving force to promote the revolutionary movement and is an important method to build new socialist people.

The patriotic emulation ideology of beloved Uncle Ho will forever illuminate and guide our entire Party, people and army to continue promoting the tradition of patriotism, the will of self-reliance and self-strengthening, uniting the strength of the great national unity bloc, and successfully carrying out the cause of building and defending the socialist Vietnamese Fatherland.

Over the past 5 years, the patriotic emulation movement in Nghe An has been launched comprehensively and widely in all fields, innovated in content and form, closely linked to the political tasks and practical requirements of the province.

All levels, sectors and localities proactively develop emulation and reward plans by stage and each year, linked to major holidays and important events, with specific targets and contents.

Emulation clusters regularly sign agreements, enhance exchanges and learning, and at the same time, organize objective, timely, accurate and worthy evaluation and rewards for groups and individuals with outstanding achievements.

Thanks to that, the quality of emulation and reward work is constantly improved, contributing to encouraging spirit, arousing will, motivating cadres, party members and people to enthusiastically compete, creating a strong spread in the whole society.

In particular, the patriotic emulation movement in this period is always closely associated with studying and following Ho Chi Minh's ideology, morality and style, and has produced many typical advanced examples, good people, good deeds in all fields: Creative labor in production and business; officers and soldiers of the armed forces overcoming all difficulties for the sake of the Fatherland and serving the people; teachers, doctors and nurses devoted to the cause of educating people and taking care of people's health; industrious and creative farmers...

Those faces become a source of pride, a source of inspiration spreading the spirit of humanity and the desire to contribute. At the 2025 Nghe An Province Patriotic Emulation Congress, 80 outstanding and typical advanced faces will be honored, affirming the value and great significance of the movement in practice.

From the vivid and convincing results, it can be affirmed that in the period of 2020 - 2025, the patriotic emulation movement in Nghe An has become a strong driving force, contributing significantly to the successful implementation of the Resolution of the 19th Provincial Party Congress.

In the economic field, the province maintained a good growth rate, with increasing scale and quality; the investment and business environment continued to improve, attracting many large projects, including FDI projects.

The cultural and social fields develop steadily, the quality of education, healthcare and social security is guaranteed, and people's lives are constantly improving.

National defense and security are always maintained, social order and safety are guaranteed; foreign affairs are expanded, enhancing the image and position of the province.

The work of building the Party and the political system continues to be focused on, the leadership capacity and fighting strength of the Party organization and cadres are enhanced, consolidating people's trust, creating a solid foundation for rapid and sustainable development in the coming period.

Our country is entering an era of strong, civilized and prosperous development. Nghe An is facing many new opportunities and fortunes but also many difficulties and challenges.

More than ever, the entire Party, people and army of the province need to deeply absorb Uncle Ho's teaching: "Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic."

The heads of Party committees, authorities, agencies and units must uphold their responsibilities, innovate leadership, direction and advice so that emulation and rewards truly become the Party's leadership method, the government's management and operation tool, and the driving force for building new people and protecting the Fatherland.

Promoting the achievements in the past 5 years and towards the 20th Congress of Nghe An Provincial Party Committee, the 14th National Party Congress and the 11th National Patriotic Emulation Congress, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee launched an emulation movement to successfully carry out political tasks in the period of 2025 - 2030 with the following goals:

By 2030, Nghe An strives to become a fairly developed province in the country, a national growth pole; a center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, with a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people are constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially Nghe An culture are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are maintained; creating a solid foundation for the country to enter a new era of development.

To successfully achieve the above goal, the patriotic emulation movement will focus on the following contents:

In terms of economy, compete for rapid and sustainable development on the basis of economic restructuring associated with improving efficiency and competitiveness; promote transformation of growth model and production structure towards applying science and technology, innovation, and improving labor productivity.

Focus on building and organizing the good implementation of the Provincial Planning for the period 2026 - 2035, with a vision to 2045. Strive for an average GRDP growth rate of 11 - 12% in the period 2026 - 2030, GRDP per capita of 7,500 - 8,000 USD, and budget revenue to increase by 12%/year.

Continue to effectively implement the movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; "Nghe An joins hands to build new rural areas", "Nghe An enterprises integrate and develop", "Nghe An follows Uncle Ho's advice", "Skilled workers - Creative workers", "Quality, progress, safety, thrift", "Practice skills, compete for skilled workers"...

Regarding culture and society, compete to develop education, training and vocational education; innovation and digital transformation; apply, transfer and develop science and technology in the spirit of Resolution No. 57 - NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; develop culture, physical training, sports, information and communication; perform well the work of taking care of people's health, population work, employment and social security, family and children.

Strive for a human development index (HDI) of about 0.75. The proportion of agricultural workers in the total social workforce will decrease to about 20%. The proportion of trained workers will reach 77% or more, of which 38% will have degrees and certificates. The poverty rate will decrease by an average of about 0.5 - 1.5% per year. The proportion of people participating in health insurance will reach over 95% of the population; the proportion of the labor force participating in social insurance will reach 41.5%.

The focus is to strongly deploy and effectively carry out emulation movements: "Good example of medical ethics", "The whole country competes to build a learning society, promote lifelong learning" in the period of 2023 - 2030", "The whole country competes in innovation and digital transformation", "Digital literacy for all", "Cultural village", "Teach well, learn well" movement; "When drinking water, remember its source", "Nghe An joins hands for the poor - leaving no one behind"...

Regarding national defense, security, and foreign affairs, compete to strengthen the assurance of national defense, security, order, and social safety; improve the effectiveness of foreign affairs. Build a national defense foundation associated with a solid people's security posture and a solid people's hearts posture. Strive to have over 95% of communes and wards that are strong in all aspects by 2030. The rate of communes and wards that meet annual standards of security and order is over 90%.

Accordingly, it is necessary to regularly and effectively maintain the movements "Emulation to Win", "For National Security", "Good discipline, strict discipline, high combat readiness", "Deserving of Uncle Ho's soldiers", "People's Public Security learns and practices Uncle Ho's 6 teachings"...

Regarding administrative reform and Party building, organizations in the political system compete to improve the leadership capacity and fighting strength of the Party; improve the effectiveness and efficiency of management and operation of government apparatus at all levels; improve the quality and efficiency of operations of the Fatherland Front and people's organizations.

Streamline the political system's staff and reduce payroll in accordance with Central regulations; basically complete digital government by 2030. Strive to be in the top 10 provinces in terms of Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR INDEX), Satisfaction Index of People and Organizations with Services of State Administrative Agencies (SIPAS); top 15 provinces in terms of Public Administration Performance Index (PAPI).

Implement well the emulation movements: "Building a clean and strong Party organization", "Good advice, good direction", "Nghe An cadres, civil servants and public employees compete to practice office culture", "For the poor", "Good at public work, good at home work"; "Green, clean, beautiful, ensuring occupational safety and hygiene", "Exemplary veterans, promoting the tradition of Uncle Ho's soldiers"; "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably"; "Youth volunteer" movement and campaigns "All people unite to build a cultural life in residential areas", "Vietnamese people prioritize using Vietnamese goods"...

With the slogan of action "Solidarity, creativity, innovation, emulation to build Nghe An to develop rapidly and sustainably", the Party Committee, Government and People of Nghe An, with their efforts, will and revolutionary spirit of the Soviet homeland, are determined to strongly develop the patriotic emulation movement, achieving many practical results, creating great momentum to become a well-off province in the country as Uncle Ho always wished./.
