Unity, creativity, building strong organizations
(Baonghean) - On the eve of the Provincial Farmers' Association Congress for the 2018-2023 term, Nghe An Newspaper had an interview with Mr. Nguyen Huu Nhi - Member of the Provincial Party Committee, Chairman of the Provincial Farmers' Association about the results of the past term, directions, goals, tasks and solutions for the association's work and the farmers' movement in the coming term.
PV:Could you please tell us about the outstanding achievements of the Provincial Farmers' Association, term VIII, 2013 - 2018?
Mr. Nguyen Huu Nhi:During the past term, the Association at all levels has been active, proactive, creative in innovating the content and methods of operation; promoting propaganda, mobilizing members and farmers to strive to successfully implement the directions, goals, and tasks of the Association and the farmers' movement, and successfully implementing the Resolution of the 8th Provincial Farmers' Association Congress (term 2013 - 2018).

The content and methods of operation of the Association, the direction and management of the Provincial Farmers' Association Executive Committee have many innovations, achieving important results. Combining the gathering, solidarity, propaganda, and mobilization with promoting service activities, vocational training, consulting and supporting farmers. In particular, advising the Party Committee to direct and organize the good implementation of Conclusion No. 61 KL/TW on the Project "Enhancing the role and responsibility of the Vietnam Farmers' Association in agricultural development, new rural construction and building the Vietnamese peasant class in the period 2010 - 2020" advising and coordinating with the Provincial People's Committee to direct the issuance of the implementation mechanism of Decision No. 673/QD-TTg; Effectively organize and implement Decision No. 1045/QD-TTg, dated July 7, 2010 on the Project on training and fostering cadres of the Vietnam Farmers' Union for the period 2010 - 2015 and Decision No. 2045 for the period 2015 - 2020, contributing to improving the quality of the cadres of the association at all levels to meet assigned tasks.
The associations at all levels have actively advised local Party committees and authorities to develop mechanisms and policies for associations at all levels to directly participate in support activities, creating resources to help members and farmers develop production and business; shift economic structure, labor structure and build new rural areas.

The association is increasingly strong in politics and ideology; the effectiveness of grassroots association organizations and the quality of members are improved; inspection and supervision work is focused on; there are many changes in personnel work, the qualifications and capacity of officials are improved, gradually meeting the requirements and tasks. The representative role of the association in caring for and improving the material and spiritual life; protecting the legitimate and legal rights and interests of farmer members is promoted.
The emulation movements launched by the association continue to develop deeply and widely and improve in quality, have a spreading effect, contributing to economic and social development, maintaining political security, social order and safety, building new rural areas, and improving the material and spiritual life of farmers.
The contributions of the association and the farmers' movement in recent years have contributed to the province's agricultural sector achieving a fairly good growth rate; food output increased from 1.16 million tons in 2013 to more than 1.2 million tons in 2017, exceeding the target set by the Provincial Party Congress Resolution. The areas of raw material crops planned for development have relatively large areas and output; concentrated livestock farming, farm economy, and family economy continue to develop in a diverse manner, associated with the processing industry, creating many agricultural products; along with the emergence of many craft villages, villages with crafts and commercial services in rural areas, it has contributed to promoting the labor structure and economic structure in agriculture to shift positively and in the right direction. Production relations in rural areas have been innovated in the direction of promoting the role of household economy, innovating cooperative economy and cooperatives; farm economy and private economy have been encouraged to develop strongly, making an important contribution to the economic growth rate of the province.

PV:One of the most outstanding results of the Farmers' Association at all levels in the past term is uniting together to build new rural areas, isn't that right, sir?
Mr. Nguyen Huu Nhi:During the past term, the farmers' movement to compete in building new rural areas has been gradually innovated in terms of content and methods of propaganda and mobilization, and the quality of the movement has been increasingly improved. Farmers' Associations at all levels in the province have promoted propaganda and mobilization to raise awareness among cadres, members and farmers about the National Target Program on New Rural Construction through many forms such as: Organizing club activities, through newspapers, radio, loudspeakers, newsletters, electronic information pages, competitions... The Standing Committee of the Provincial Farmers' Association has developed a plan and selected 5/19 criteria to direct the associations at all levels to organize implementation, mobilize farmers to contribute money and working days to invest in building new rural areas.
PV:The theme of the Association's activities and the province's farmers' movement in the next 5 years is: "Promoting the revolutionary tradition of Nghe An farmers' solidarity and creativity; continuing to innovate and improve operational efficiency; building a strong Association, contributing to the successful implementation of the 4.0 revolution". So what specific solutions has the Farmers' Association proposed to successfully implement that goal? |

Mr. Nguyen Huu Nhi:To successfully achieve that goal, in the next term, the Provincial Farmers' Association will focus on the following tasks and solutions:
Building a strong farmers' association with sufficient capacity to gather, unite, promote democracy and creativity of members and farmers; participating in building and organizing farmers to effectively implement the Party's guidelines and policies, the State's laws, programs and projects for socio-economic development in rural areas, and building new rural areas.
Promote emulation movements among farmers, mobilize resources to support members and farmers in developing production and business, increasing income, improving life, and sustainably reducing poverty; protect the legitimate rights and interests of members and farmers. Actively participate in building new rural areas, maintaining political and social stability in rural areas.
Raise awareness, responsibility, and qualifications of cadres, members, and farmers; gradually build a rural labor force with industrial style, management capacity, and production skills, meeting the increasing demands of the domestic and foreign labor markets, and gradually playing the leading role in agricultural and rural development.
Strive to have 100% of farmer members annually disseminate and learn about the Party's policies, the State's laws and policies, and the policies and resolutions of the Association at all levels to farmers. |

Every year, 100% of district, city and town associations achieve good and strong status; 98% of grassroots associations achieve good and strong status, with no weak associations; 97% of branches achieve good status or better. Every year, 100% of grassroots association organizations introduce outstanding members for consideration for admission to the Party.
Every year, 60% of farmer households are promoted and mobilized to register as good farmer households at all levels, of which the number of households meeting the criteria for good farmer households is 50% of the registered households. 100% of district-level associations and 80% of grassroots associations provide good support services for farmers. 90% of member households are promoted and mobilized to register as cultural families, of which the achievement rate is 85% or more. Every year, associations at all levels directly organize and coordinate vocational training for 8,000 rural workers and provide training for 60,000 farmer members.

During the past term, farmers in the province contributed 7,762.9 billion VND, accounting for 27.9%, of which cash contributions were 5,242.5 billion VND; donated 5,828,569 m2 of land equivalent to 1,815.9 billion VND; 4,696,508 working days equivalent to 704.577 billion VND. Built and upgraded 8,734.4 km of roads. Up to now, 181 communes have met the new rural standards, 46 hamlets and villages have met the new rural standards; 3 district-level units (Thai Hoa town, Vinh city and Nam Dan district have reached the new rural district finish line).
