The Central survey delegation worked with Nghe An province on building a team of intellectuals in the period of promoting industrialization and modernization of the country.
(Baonghean.vn) - On the morning of November 18, the Central survey delegation worked with the Standing Committee of Nghe An Provincial Party Committee on the implementation of Resolution No. 27-NQ/TW, dated August 6, 2008 of the Party Central Committee (10th tenure) on building a team of intellectuals in the period of promoting industrialization and modernization of the country.

Working with the delegation on the side of Nghe An province were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council, Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department, Bui Thanh An - Vice Chairman of the Provincial People's Committee, leaders of a number of departments, branches and universities and colleges in the province.
INTELLECTUAL TEAM INCREASES IN QUANTITY, CONSTANTLY IMPROVING QUALITY
After Resolution No. 27-NQ/TW was issued, the Provincial Party Standing Committee issued an Action Program for implementation; the Provincial Party Executive Committee issued Resolution No. 08 on developing and improving the quality of human resources for the 2011-2020 period.

Over the past 15 years, the province has also issued many mechanisms and policies to effectively implement 5 projects on building a team of intellectuals, projects that have contributed to the effectiveness of the province's socio-economic development.
Through assessment, in Nghe An, the team of cadres, civil servants, public employees in general, and the team of intellectuals in particular, has increased in quantity and continuously improved in quality, making many important contributions to the overall development of the province.
In 2008, the intellectual team of Nghe An province was 31,952 people (accounting for 39% of the total number of cadres, civil servants, public employees, and workers in the province). By 2022, it will increase to 65,102 people, an increase of 33,105 people compared to 2008 (an increase of over 100%).

In 2021, the whole province had a workforce of 12,175 people working in research and development organizations. This is a source of specialized human resources with good professional skills, a pioneer in the province's scientific and technological activities.
In 2022, the whole province will have 3,993 human resources performing science and technology management work in departments, branches and sectors. Thus, the ratio of science and technology staff in the province will reach 11.87 people/10,000 people.
At the meeting, the survey team and provincial leaders, departments, agencies, sectors, and universities in Nghe An discussed and clarified many related issues, especially the difficulties in policies in attracting, recruiting, and rewarding talents to work in the province; the obstacles and gaps in legal regulations regarding the commercialization of research results or the formation of technology spin-off models of intellectuals in public institutions. Analyzing the difficulties and shortcomings in financial work for scientific and technological research activities, Vice Chairman of the Provincial People's Committee Bui Thanh An suggested that it is necessary to study appropriate policies with specific characteristics on financial mechanisms for scientific research activities; on the other hand, there should be new mechanisms for research institutes and universities.
POLICY AND LEGAL GAPS
Speaking at the meeting, Nghe An Provincial Party Secretary Thai Thanh Quy suggested to the Central survey delegation that after summarizing 15 years of implementing Resolution No. 27 and if the Central Committee decides to issue a new resolution on this field, it is necessary to request the issuance of an action program of the National Assembly Party Delegation and the Government Party Personnel Committee, thereby being able to study and issue related laws and decrees for more specific and effective implementation.
Along with that, the Provincial Party Secretary suggested to the survey delegation many related contents, especially in the coming period, it is necessary to overcome the limitations in the working environment for intellectuals in terms of salary, facilities, and spiritual motivation; including the need to have salary and wage standards for highly qualified and specialized intellectuals; public financial standards for scientific research activities, especially in the public sector; incentive regimes on land, taxes, and capital for the development of public and private research institutes.
The head of Nghe An Provincial Party Committee also suggested that the process of summarizing Resolution No. 27 needs to be studied to orient and create synchronization to fill gaps and overlaps in laws so that intellectuals and scientific research staff in public units can work with peace of mind and contribute.

In the context of high demands for development in many localities, the Secretary of the Nghe An Provincial Party Committee proposed that there should be solutions and synchronization to shorten the gap between the level and quantity of intellectuals between the Central and local levels; at the same time, creating connections between intellectuals at the Central level, even internationally, and at the provincial level, avoiding the current situation of fragmentation and "each doing their own thing".
Comrade Thai Thanh Quy also suggested paying more attention to investment work, especially investment in education to train intellectuals with deep expertise and high qualifications, in line with the viewpoint in the socio-economic development strategy of taking science, technology, education and training as the top national policy; associated with that is having a unified process in discovering, training, arranging and using talents.
From the reality that Nghe An is still lacking about 6,000 teachers, the Provincial Party Secretary also suggested that through the summary of Resolution No. 27, we must pay close attention to arranging enough teaching staff, and at the same time, re-study the streamlining of staff in the education sector appropriately; the goal is to have enough teachers to meet the teaching and learning needs because these are the people who train human resources.

Concluding the meeting, comrade Le Quang Huy - Head of the survey team assessed: Nghe An has implemented Resolution No. 27 early, methodically and fully; at the same time, highly appreciated intellectuals and intelligence and achieved many positive results in many fields.
At the same time, based on the opinions of the province, the Chairman of the National Assembly's Committee on Science, Technology and Environment also acknowledged the province's proposals and recommendations such as: The mechanisms and policies specified in Resolution No. 27 are still limited, including the financial mechanisms and policies that are not yet synchronized between finance, investors, and scientists, leading to difficulties and inadequacies in scientific research activities of intellectuals in the public sector, so there needs to be synchronous financial policies, taking into account specific factors, risks, and delays in scientific research activities. On the other hand, investment resources for intellectuals are not only from the State, but must be further socialized from external resources.

Comrade Le Quang Huy expressed his appreciation for the province's proposal on mechanisms and policies to create an environment for building a team of intellectuals that must be trained, nurtured, discovered, promoted, treated and honored; at the same time, it is necessary to promote the ethics and responsibility of intellectuals; as well as improve the effectiveness of the Party's leadership in orienting the awareness and ideology of the team of intellectuals.
The head of the Central survey team also agreed with Nghe An's proposal to submit to the competent authority for consideration and issuance of a new resolution on building a team of intellectuals suitable to the new context and situation, on the basis of inheriting Resolution No. 27 and researching and adding new contents; along with that, issuing a specific action program for implementation.
