That is the message of the industry and trade sector in implementing the Program “Action for Consumer Rights” in 2016, thereby supporting businesses to consume Vietnamese goods. Bringing Consumer Protection Law to the People


Mr. Nguyen Thanh Hai - Deputy Director of Hanoi Department of Industry and Trade assessed that after 5 years of implementing the Program "Action for Consumer Rights", the industry and trade sector has promoted the dissemination of the Law on Protection of Consumer Rights to people and businesses. Thereby, consumers have initially known that they have 8 rights, and at the same time, businesses are aware of their role and responsibility in protecting their rights.
Along with organizing consumer sales weeks at supermarkets and large shopping malls; organizing sales days via phone... Hotline 04.1081 has received and answered more than 10,000 calls asking about the new law, about the rights and obligations of consumers. At the same time, the hotline also informed consumers about the program "Action for consumer rights" of Hanoi.

Although the Hanoi Department of Industry and Trade has actively promoted the Law on Consumer Protection to the people, the reality shows that consumers are only aware of the right to complain and get compensation when buying fake or poor quality products. Therefore, in this organization, the Department of Industry and Trade emphasized the message "Enterprises have goods - consumers have rights", thereby encouraging and calling on consumers to clearly understand their 8 rights, and at the same time, consumers should respond to businesses when their own rights are violated. But the most important thing is that consumers themselves need to be aware of their responsibility in detecting and reporting fraudulent acts of standards, quality, trademarks, prices, etc. to the violated businesses, management agencies and the consumer community. “Consumers reporting violations that affect their rights also helps authorities promptly handle and resolve violations, thereby helping businesses become more aware in their production, business, and product consumption activities,” Mr. Nguyen Thanh Hai emphasized.

To do this, in addition to propaganda activities through mass media, the Department of Industry and Trade also organizes the free distribution of 10,000 consumer handbooks on the Consumer Protection Law. Attracting Vietnamese businesses to participate

The Consumer Rights Action Program can be considered a practical move to stimulate the market in the current sluggish period. This is also an opportunity for consumers to access domestically produced goods of high quality, reasonable prices, and clear origin. Through that, it encourages people to prioritize using Vietnamese goods. This is one of the important reasons attracting 100 enterprises in Hanoi, including large branded retail enterprises in many fields of electronics and consumer goods such as: HC Electronics Supermarket, Tran Anh; Supermarkets selling essential consumer goods such as: Hien Luong, Hapro, Fivimart, Parkson... In particular, the program also attracted the participation of Vietnamese branded manufacturing enterprises such as: Dong Xuan Knitting Company, Huong Son Food Company, Vietnam Agricultural Supply Chain Joint Stock Company, Viet Anh Leather Footwear Trading & Production Company Limited... These enterprises organized nearly 300 points of sale for consumers, an increase of nearly 10% compared to 2015.

A representative of HC electronics supermarket said that at the points of sale, the company will provide free consultation, warranty support, and maintenance for products that have expired warranties, including products not purchased at HC; and many promotions and discounts. This shows the interest of Vietnamese businesses in the program "Protecting Consumer Rights". In order to create opportunities for consumers to purchase essential goods with guaranteed quality and reasonable prices, the Department of Industry and Trade requires businesses participating in the program to clearly list the selling price, origin, and quality when bringing goods to the market. In addition, businesses must promote activities to educate consumers and customer care policies, etc., thereby ensuring the 8 rights of consumers.


Although the Hanoi Department of Industry and Trade and participating enterprises have organized many programs to educate consumers about their rights and obligations, the most important thing is that consumers - the beneficiaries of the education activities - need to be more proactive and concerned about their own rights. From there, there will be positive feedback to the management agencies and enterprises, then the Action for Consumer Rights program will be truly effective.

(2). (6). Be entitled to claim compensation for damages when goods and services do not meet the standards, technical regulations, quality, quantity, features, uses, prices or other contents that the organization or individual trading in goods and services has announced, listed, advertised or committed;

(7). To file complaints, denunciations, initiate lawsuits or request social organizations to initiate lawsuits to protect their rights in accordance with the provisions of the Law on Consumer Rights Protection and other relevant legal provisions;

(8). Get advice, support, and guidance on knowledge about consuming goods and services.
