Enterprises with less than 10 employees do not have to organize employee conferences.
This is the content stipulated in Decree 149/2018/ND-CP guiding Clause 3, Article 63 of the Labor Code on implementing grassroots democracy regulations at the workplace.
Accordingly, enterprises with less than 10 employees are not required to organize employee conferences and issue written regulations on grassroots democracy at the workplace. Decree 149 takes effect from January 1, 2019.

Notably, Decree 149 also specifically stipulates the contents on which employees are allowed to give their opinions, such as: Building, amending and supplementing salary scales, payrolls, labor norms, proposing collective bargaining contents; building, amending and supplementing internal rules, regulations and other documents of enterprises related to the obligations, rights and legitimate interests of employees.
In addition, through regular labor conferences and dialogues, workers can also propose and implement solutions to save costs, increase labor productivity, improve working conditions, protect the environment, prevent fires and explosions, etc.
