Change driver's license via VNEID account

Many people have questions about the online driver's license renewal procedure. Regarding this content, the Traffic Police Department instructs that people who need to issue or renew their driver's license online should access the National Public Service Portal. Here, people can log in via their VNEID account.

Then select the service “Change driving license”. People choose the receiving agency, the reason for changing the driving license and then look up the information of the issued driving license by driving license number.

Next, people check their personal information and driver's license, then look up their health information using the health certificate code or citizen identification number, then view their health details. Then, see the instructions and upload a portrait photo.

The next step is to attach the application components according to the instructions, check the contact information again. Then commit the information and click continue. People need to choose the form of receiving results, check the recipient information and enter the address to receive the results.

Finally, select “Submit application”, you can review the information after successfully submitting the application.

After clicking "Submit application", people have successfully registered for the license exchange service on the level 4 public service portal, waiting for the competent authority to approve and guide to supplement the application (if there are errors or missing information that needs to be supplemented).

The cost of issuing and exchanging driving licenses via online public services will be 115,000 VND/issuance (implemented according to Circular 63/2023 of the Ministry of Finance).

The time to return results and display information on VNeID will be equivalent to doing it directly. Driver's license results will be returned via postal service upon individual request.

The application for changing a driving license includes: an application for changing or re-issuing a driving license according to the prescribed form; a health certificate of the driver issued by a qualified medical examination and treatment facility (except for those with a driving license of class A1, A, B1); a copy or certified electronic copy of the driving license, citizen identification card; a valid passport (for foreigners and Vietnamese people residing abroad).

In case the driving license has two integrated classes and the person is in the period of having the right to use the driving license of one class revoked, the decision on administrative penalty in the field of road traffic must be submitted to change to the remaining class.

In addition, people who need to change their driving license to a lower class must clearly declare in the application for changing or re-issuing a driving license and are responsible for the declared content.
