According to Minister of Home Affairs Le Vinh Tan, 14 ministries, branches, and 22 provinces and cities will pilot innovation in selecting leaders and managers at the department, agency, and division levels.

Implementing the Secretariat's opinion on implementing the Project "Piloting innovation in selecting leaders and managers at department, agency and division levels", the Ministry of Home Affairs has guided ministries, branches and localities in implementing it.
The Ministry of Home Affairs encourages ministries, departments, branches, and organizations at the central level and localities that are not selected for the pilot program but have the policy of the Party Committee and the government to conduct the first appointment through competitive examinations to conduct the selection of leadership and management positions at the department, agency, and division levels. Any unit that meets the conditions can organize competitive examinations, without any restrictions.

The purpose of the pilot is to discover, attract, and promote virtuous and talented people, to promote their qualities, qualifications, capacity, and experience to contribute their strength and intelligence to the sustainable development of the country; to improve the quality of the contingent of cadres, civil servants, and public employees leading and managing at the department, agency, and division levels. At the same time, to create a healthy competitive environment; to gradually innovate the process of appointing leaders and managers; to avoid localism and closed-off situations in the planning and appointment of leaders and managers at ministries, departments, branches, and localities.
Piloting innovation in the selection method but still ensuring and maintaining the principle of the Party's unified leadership of personnel work and management of the staff; the principle of democratic centralism, collective leadership, individual responsibility and promoting the role, responsibility and authority of the head of the agency, organization and unit. Along with that, strengthening the supervision of the competent authority to appoint and manage cadres, civil servants and public employees and of the mass organizations of the agency and unit using the selected title as well as ensuring the stability, inheritance and development of the staff, civil servants and public employees, improving the quality and efficiency of the operation of the agency, organization and unit.
According to Minister Le Vinh Tan, this project does not replace the task of appointing officials, but instead of selecting and appointing people in the past, now there is an exam to select people, many people with the same qualifications are organized through an exam to select the best person. The exam is also not a replacement for the personnel process, but the personnel work must still follow the Party's procedures. "This is just an innovation in the selection method, the first step. Doing this demonstrates transparency, openness, democracy and selecting the right person," said Minister Tan.
Expanding the scope of the plan and beyond
Examinations for leadership and management positions are only conducted for first-time appointments to leadership and management positions at the department, agency, and division levels and equivalent. Examinations are not conducted for positions identified as cadres according to the provisions of the Law on Cadres and Civil Servants or when considering reappointment.
In addition to the cadres, civil servants and public employees who are in the planning of the selected position and are working at the agency or unit that needs to be appointed to the selected position, cadres, civil servants and public employees outside that agency or unit, if they meet the standards and conditions for appointment and are in the planning of a position equivalent to the selected position, and are working in the same ministry, department, sector, field or locality, are also entitled to register to participate in the recruitment.
These subjects, if holding a leadership or management position, can apply for a leadership or management position no more than 2 levels higher than their current position. In case they do not hold a leadership or management position, when applying for a leadership or management position at the department, agency or division level, they must meet the standards and conditions for civil servant ranks or working time in the industry or field (if any) according to the regulations on standards and conditions for the selected position.
This project expands the recruitment target, including those within the planning and outside the planning. However, the candidates must be approved by the personnel management agency and must meet all the conditions and standards to meet the recruitment position, Minister Le Vinh Tan further clarified.
According to regulations, when organizing a recruitment exam, there must be 2 or more people participating in the recruitment for a selected position. In case there is only 1 person who meets the criteria and conditions to participate in the exam or no person meets the criteria and conditions to participate in the exam, the collective leadership and the Party Committee of the competent appointing authority are responsible for nominating additional people who meet the criteria and conditions to participate in the recruitment exam or deciding not to make the appointment for this position until more people register to participate in the recruitment exam.
In case the competent authority has decided on a list of qualified candidates and conditions to participate in the recruitment, ensuring that there are at least 2 candidates for a selected position, but on the exam day there is only 1 candidate, the Recruitment Council will still organize the exam as planned./.
